Le sénateur Roche: Honorables sénateurs, je reconnais que madame le leader du gouvernement au Sénat n'a aucune mainmise sur le moment où le Protocole de Kyoto quittera la Chambre des communes, mais, dans sa réponse à ma première question, l'honorable sénateur a laissé entendre que le délai risque d'être tellement serré qu'il nous faudra former un comité spécial ou un comité plénier et, par conséquent, il n'y aura peut-être pas suffisamment de temps pour entendre le nombre approprié de témoins.
Senator Roche: Honourable senators, recognizing that the Leader of the Government in the Senate cannot control the time at which the Kyoto Protocol leaves the House of Commons, there is, however, a suggestion in the honourable senator's answer to my first question that the time period might be so truncated that we would have to convene a special committee or a Committee of the Whole and, thus, there may not be sufficient time for the proper number of witnesses to be heard.
