À moins que le sénateur Hébert ait quelque raison de croire - et, si c'est le cas, je voudrais bien en savoir plus long - que, une fois cette modification constitutionnelle adoptée, il y aura un mouvement du gouvernement du Québec pour proclamer le reste de l'article 23, je ne peux pas partager son optimisme pour l'instant.
Unless Senator Hébert has some reason to believe - and if he does, I would like to hear about it - that once this constitutional amendment is in place, there will be a movement in the Government of Quebec to proclaim the rest of section 23, then I cannot share his optimism at the moment.
