Le règlement (CE) no 881/2004 du Parlement européen et du Conseil institue l'Agence ferroviaire européenne (ci-après dénommée l'«Agence») afin de promouvoir la constitution d'un espace ferroviaire européen sans frontières et de contribuer à la revitalisation du secteur ferroviaire tout en renforçant ses atouts majeurs en matière de sécurité.
Regulation (EC) No 881/2004 of the European Parliament and of the Council establishes a European railway agency (‘the Agency’) in order to promote the establishment of a European railway area without borders and to help revitalise the railway sector while reinforcing its essential advantages in terms of safety.

L'aide accordée aujourd'hui vient s'ajouter aux 286 millions d'euros déjà alloués par la Commission européenne au titre du 11 Fonds européen de développement (pour la période 2014-2020), qui met l'accent sur le renforcement des fonctions de l'État, l'amélioration de la sécurité alimentaire et de la résilience, ainsi que l'éducation des jeunes.
Today's support package comes on top of the €286 million, which the European Commission has allocated under the 11th European Development Fund (for the period 2014-2020), which focusses on strengthening state functions, improving food security and resilience as well as education for young people.

Cette directive a pour objet de renforcer et d’améliorer la sécurité des chemins de fer de l’UE, et d'améliorer l'accès au marché des services de transport ferroviaire.
The purpose of this Directive is to ensure the development and improvement of safety on EU railways and improved access to the market for rail transport services.

7. rappelle la proposition que doit présenter la Commission concernant l'Agence ferroviaire européenne afin d'améliorer le rôle de celle-ci, notamment en lui confiant de nouvelles tâches concernant l'émission des autorisations de véhicules et des certificats de sécurité et en renforçant le contrôle qu'elle exerce sur les règles nationales de sécurité ferroviaire et sur les autorités ferroviaires nationales dont la coopération reste encore insuffisante à l'échelle européenne; invite la Commission à mettre en place les outils nécessaires pour favoriser la création d'un véritable espace ferroviaire unique européen qui soit concurrentiel et demande que soient prévues des ressources suffisantes pour atteindre cet objectif, notamment en dotant l'Agence ferroviaire européenne de moyens financiers et de ressources humaines suffisants;
7. Recalls the expected proposal of the Commission on ERA enhancing the role of the Agency, in particular by giving it new tasks of issuing vehicle authorisations and safety certificates and strengthening its supervision of national railway rules and over national railway authorities, which do not yet cooperate sufficiently at European level; calls on the Commission to give the necessary tools to support the creation of a true and competitive Single European Railway Area and supports an adequate allocation of resources in order to achieve this goal, especially by ensuring necessary level of budget and staff of the European Railway Agency;

4. observe que l'ERTMS a été développé avec l'aide des programmes-cadres de recherche précédents et existe actuellement sous la forme d'une version prototype consolidée qui permet dorénavant une large introduction; constate également que le déploiement du GSM-R est rapide et que celui de l'ETCS avance à grands pas; souligne, néanmoins, que cela ne signifie pas automatiquement qu'indépendamment des aspects financiers, de sécurité et de renforcement de capacités, l'ERTMS s'imposera sur l'ensemble du réseau ferroviaire transeuropéen sans que d'autres efforts soient nécessaires et que les vingt systèmes de signalisation différents existant encore actuellement appartiendront après plusieurs années au passé et seront remplacés par un seul système, l'ERTMS, dans tous les États membres de l'Union européenne;
4. Recognises that ERTMS has been developed with the aid of the previous research framework programmes, and at present exists in a consolidated prototype form that can thus be deployed widely as of now; also notes that the deployment of GSM-R is proceeding apace and good progress is being made as regards ETCS; stresses, however, that this has not yet sufficed to create an automatic cause and effect relationship whereby, irrespective of the financial and safety aspects and the matter of boosting capacity, ERTMS will be established on the entire trans-European rail network without further intervention and the 20 different train protection and signalling systems still existing today will in a few years" time be a thing of the past and will have been superseded by a single system – ERTMS – in all the EU Member States;

Le Conseil souhaite informer l’honorable parlementaire que, conformément au règlement (CE) n° 881/2004, l’Agence ferroviaire européenne (l’Agence) a pour objectif de contribuer, sur le plan technique, à la mise en œuvre de la législation communautaire visant à améliorer la position concurrentielle du secteur ferroviaire en renforçant le niveau d’interopérabilité des systèmes ferroviaires et à développer une approche commune en matière de sécurité du système ferroviaire, afin de contribuer à la réalisation d’un espace ferroviaire européen sans frontières et garantissant un niveau de sécurité élevé.
(EN)The Council would like to inform the Honourable Member that pursuant to Regulation (EC) n° 881/2004, the European railway agency (Agency) has the mission to contribute, on technical matters, to the implementation of the Community legislation aimed at improving the competitive position of the railway sector by enhancing the level of interoperability of railway systems and by developing a common approach to safety on the European railway system, in order to contribute to creating a European railway area without frontiers and guaranteeing a high level of safety.

L'Agence a pour objectifs de contribuer, sur le plan technique, à la mise en œuvre de la législation communautaire visant à améliorer la position concurrentielle du secteur ferroviaire en renforçant le niveau d'interopérabilité des systèmes ferroviaires et à développer une approche commune en matière de sécurité du système ferroviaire européen, afin de contribuer à la réalisation d'un espace ferroviaire européen sans frontières et garantissant un niveau de sécurité élevé.
The objective of the Agency shall be to contribute, on technical matters, to the implementation of the Community legislation aimed at improving the competitive position of the railway sector by enhancing the level of interoperability of railway systems and at developing a common approach to safety on the European railway system, in order to contribute to creating a European railway area without frontiers and guaranteeing a high level of safety.

Afin de promouvoir la constitution d'un espace ferroviaire européen sans frontières et de contribuer à la revitalisation du secteur ferroviaire tout en renforçant ses indispensables atouts en matière de sécurité, il convient que l'Agence contribue au développement d'une véritable culture ferroviaire européenne et qu'elle constitue un outil essentiel de dialogue, de concertation et d'échanges entre tous les acteurs du monde ferroviaire, dans le respect des compétences de chacun.
In order to promote the establishment of a European railway area without borders and to help revitalise the railway sector while reinforcing its essential advantages in terms of safety, the Agency should contribute to the development of a genuine European railway culture and form an essential tool of dialogue, consultation and exchange between all the actors in the railway sector, having due regard for their individual competences.
