TRADUCTIONS EN CONTEXTE

A. considérant que les attentats terroristes, la prolifération des armes et l'infiltration d'éléments djihadistes tant étrangers qu'égyptiens, relayés par la radicalisation d'une frange de la population locale du Sinaï, lancent un défi sécuritaire croissant pour l'Égypte, Israël et d'autres pays de la région; que la situation sécuritaire au Sinaï s'est rapidement détériorée depuis le renversement de l'ancien président Mohamed Morsi en juillet 2013 dans la mesure où plusieurs groupes extrémistes mettent à mal les conditions de sécurité et que plus de 250 attentats terroristes s'étant soldés par la mort plus de 100 personnes ont été enregistrés, la plupart dirigés contre la police et l'armée; que les attentats terroristes dans la zone du canal de Suez et contre les gazoducs constituent une vive source d'inquiétude;
A. whereas terrorist attacks, the proliferation of weapons, the infiltration of foreign and Egyptian jihadists and the radicalisation of a part of the local population in Sinai have created increasing security challenges for Egypt, Israel and other countries in the region; whereas the security situation in Sinai has rapidly deteriorated – with several extremist groups destabilising security conditions, and more than 250 terrorist attacks, mostly against Egyptian security forces and their installations, which killed more than 100 people, the majority of them police and military personnel – since the toppling of former president Mohamed Morsi in July 2013; whereas terrorist attacks in the Suez Canal zone and against gas pipelines are also a major source of concern;

Supports ASEAN in developing its own space within the conflicting economic and security interests of China, Japan and the United States; would like the EU to be an active political partner for ASEAN in its pursuit of non-military solutions to important security and geostrategic challenges by sharing the EU’s experience of conflict prevention, resolution and dispute settlement in managing border and territorial disputes, in order to enhance peace and regional stability;

44. souligne la menace sécuritaire que cette situation fait peser sur l'ensemble du territoire européen; dans ce contexte, appelle la haute représentante/vice-présidente et le Conseil à mettre rapidement et intégralement en œuvre la stratégie de l'Union pour le Sahel adoptée en mars 2011 et à déployer les efforts appropriés sur le plan sécuritaire, le cas échéant en ayant recours à des missions PSDC, pour aider les États de la région à renforcer leurs capacités dans la lutte contre la criminalité organisée transfrontalière et les groupes terroristes;
44. Emphasises the security threat that this poses for Europe as a whole; calls, in this context, on the VP/HR and on the Council rapidly and fully to implement the EU strategy for the Sahel adopted in March 2011 and to take appropriate security measures, if necessary by having recourse to CSDP missions, to help states in the region strengthen their capabilities in the fight against organised cross-border crime and terrorist groups;

41. approuve la prorogation du mandat de la mission EUTM Somalia jusqu'à décembre 2012 et l'accent mis sur les capacités de commandement et de contrôle, les capacités spécialisées et les capacités d'autoformation des forces de sécurité nationales somaliennes, en vue du transfert aux acteurs locaux des compétences de formation; note que l'Union devra poursuivre son effort de formation au-delà de 2012 et, dans cette perspective, invite le SEAE à étudier la possibilité, lorsque la situation sécuritaire en Somalie le permettra, de transférer tout ou partie de cette formation dans les parties de la Somalie qui sont sous le contrôle des autorités au vu de l'amélioration de la situation sécuritaire; recommande que EUTM Somalia puisse être impliquée plus étroitement dans le processus de recrutement et de réintégration du personnel bénéficiant de cette formation militaire;
41. Approves the extension of the mandate of the EUTM Somalia mission until December 2012 and the focus placed on the command and control capabilities, specialised capabilities and self-training capabilities of the Somali national security forces with a view to transferring responsibility for training to local players; notes that the EU will be obliged to pursue its training efforts beyond 2012 and, in this context, calls on the EEAS to explore the possibility, once the security situation in Somalia allows it, of transferring all or part of this training to those parts of Somalia that are under the control of the authorities, in the light of the improvement in the security situation; recommends that the EUTM Somalia mission be allowed closer involvement in the process of recruiting and integrating personnel who have received this military training;

107. préconise la création de postes d'experts sécuritaires temporaires ou permanents dans les délégations de l'Union les plus significatives pour la PSDC afin de mieux relayer les enjeux sécuritaires; demande d'envisager le rôle que ces postes pourraient jouer en matière de sécurité préventive et d'alerte rapide;
107. Advocates the creation of posts of temporary or permanent security expert in the most significant EU delegations for the CSDP in order better to relay security issues; calls for consideration of the preventive role such posts could play in security matters and early warning systems;

D'autres volets, comme l'examen parlementaire des lois sur l'antiterrorisme, la nécessité d'un avocat spécial, qui pourrait servir d'intermédiaire si jamais on ne voulait pas donner aux parlementaires l'accès aux documents sécuritaires, on pourrait avoir cette entité intermédiaire entre le juge et la personne devant lui pour avoir accès à l'information sécuritaire et servir d'intermédiaire pour donner à l'individu la chance de recourir à une entité qui aura fait une analyse indépendante des informations sécuritaires dont l'individu pourrait risquer même d'être accusé.
Other aspects must be examined, like the parliamentary review of anti-terrorism legislation, the need for a special advocate, which could serve as an intermediary if ever we wanted not to give parliamentarians access to security documents. We could have this intermediary body between the judge and the individual in question, to have access to security information and serve as an intermediary to give the individual recourse to a body that would do an independent analysis of the security information that the individual could be accused of holding.
