IN-CONTEXT TRANSLATIONS

Le titre II, section II, du règlement (CE) no 1760/2000 régit un système d’étiquetage facultatif de la viande bovine, qui prévoit l’agrément de certains cahiers des charges d’étiquetage par l’autorité compétente de l’État membre concerné.
Section II of Title II of Regulation (EC) No 1760/2000 lays down rules for a voluntary beef labelling system which provide for the approval of certain labelling specifications by the competent authority of the Member State concerned.

Sur la base des analyses réalisées par la Commission, les systèmes d’étiquetage facultatifs sont autorisés au titre de la législation de l’OMC à condition qu’ils soient proportionnés et ouverts aux producteurs des pays tiers, alors que l’étiquetage obligatoire soulèverait davantage de controverses dans le cadre de l’OMC.
Based on the analyses made by the Commission voluntary labelling schemes are permitted under WTO law provided that they are proportionate and open to third country producers, while mandatory labelling would face more controversy in the WTO framework.

Il convient que la Commission présente, à la lumière des résultats obtenus dans le cadre de la mise en œuvre de ces systèmes d’étiquetage facultatif, un rapport sur la mise en place éventuelle, au niveau communautaire, d’un système d’étiquetage obligatoire harmonisé conçu pour la viande de poulet et les produits et préparations à base de viande de poulet et fondé sur le respect des normes en matière de bien-être des animaux. Ce rapport devrait notamment examiner les éventuelles conséquences socio-économiques d’un tel système d’étiquetage, ses répercussions pour les partenaires économiques de la Communauté, ainsi que sa conformité avec les règles de l’Organisation mondiale du commerce.
In light of the experience gained in applying such voluntary labelling schemes, it is appropriate for the Commission to submit a report on the possible introduction of a specific harmonised mandatory labelling scheme at Community level for chicken meat, meat products and preparations based on compliance with animal welfare standards, including the possible socioeconomic implications, the effects on the Community’s economic partners and compliance of such a labelling scheme with World Trade Organization rules.

(32) For all indications other than those falling under the compulsory beef labelling system, a Community framework for labelling of beef should also be provided and, in view of the diversity of descriptions of beef marketed in the Community, the establishment of a voluntary beef labelling system is the most appropriate solution.
