Mr. Speaker, it is with much anticipation and relish that I enter this debate on Bill C-10, regarding Senate term limits, not so much because what we have before us is something that can actually make things better for our country and for our future but because it gives me and my party an opportunity to talk about some of the worst aspects of our parliamentary system that exist right now and that need to be fixed in order to make this place better, in order to help begin the process of restoring the faith that Canadians need to have in their democratic systems.

Believes that, in light of the increasing relevance of the BRICS and other emerging powers and the multipolar system of global governance that is taking shape, the G-20 could prove a useful and particularly appropriate forum for consensus building and for a decision-making process which is inclusive, based on partnership and able to foster convergence, including regulatory convergence; takes the view that, notwithstanding the increasing relevance of the G-20, the G-7 could play a key role as a consultative, coordinating and consensus-building forum for the established powers with a view to dialogue with the BRICS and other emerging powers, and ahead of G-20 meetings; considers that the existence of the G-8 should also be harnessed in an effort to reconcile positions with Russia so that common challenges can be addressed in a coordinated and effective manner; supports the G-20 parliamentary dimension and believes that it should be further consolidated and involved in the decision-making processes to ensure reinforced democratic dialogue and scrutiny; supports also the creation of a parallel G-20 consultative forum bringing together non-governmental organisations and leading representatives of civil society and business from G-20 states;

On pourrait dire que, s'il existe un précédent pour le système judiciaire, il n'y a aucune raison pour laquelle on ne pourrait le faire dans le système parlementaire.
You could argue that if there is precedent for using it in the judicial system, there is no reason why it should not be used in the parliamentary system.

Reaffirms that the new agreement should upgrade the current TLD into a transatlantic assembly, serving as a forum for parliamentary dialogue, identification of objectives and joint scrutiny of the implementation of the agreement, and for coordination of the work of both the European Parliament and the US Congress on issues of common concern, including close cooperation of committees and rapporteurs from both sides; considers that this assembly should meet in plenary twice a year and be comprised on an equal basis of both Members of the European Parliament and Members of both Houses of the US Congress; is of the view that the assembly could establish working groups to prepare the plenary meetings; reiterates that a reciprocal legislative early-warning system should be created within this assembly; believes that a steering committee should be responsible for enhancing cooperation between the legislative committees and rapporteurs of the European Parliament and the US Congress on legislation which is relevant with regard to further integration of the transatlantic market and in particular to the work of the TEC;
