By virtue of Article 1 of Council Decision 2010/779/EU of 14 December 2010 concerning the request of the United Kingdom of Great Britain and Northern Ireland to take part in some of the provisions of the Schengen acquis relating to the establishment of a European Agency for the operational management of large-scale IT systems in the area of freedom, security and justice , the United Kingdom has been authorised to take part in this Regulation.

(8) Les règles et recommandations techniques pertinentes telles que celles contenues dans le manuel d'exploitation de l'UCTE (Union pour la coordination du transport de l'électricité) et les règles et recommandations similaires élaborées par NORDEL, le Baltic Grid Code et celles pour les systèmes du Royaume-Uni et de l'Irlande ont pour but principal de faciliter l'exploitation technique du réseau interconnecté, et de contribuer ainsi à répondre à la nécessité de maintenir le fonctionnement du réseau en cas de défaillance du système en un ou plusieurs points du réseau, et à réduire au minimum le coût de l'atténuation des effets de cette rupture d'approvisionnement.
(8) The main intention of the relevant technical rules and recommendations such as those contained in the Union for the Co-ordination of Transmission of Electricity (UCTE) Operation handbook, similar rules and recommendations developed by NORDEL, the Baltic Grid Code and those for the UK and IE systems, is to provide support for the technical operation of the interconnected network, thus contributing to meeting the need for continued operation of the network in the event of system failure at an individual point or points in the network and minimising the costs related to mitigating such supply disruption.

This Decision is without prejudice to the position of the United Kingdom and Ireland under the Protocol integrating the Schengen acquis into the framework of the European Union and under the Protocol on the position of the United Kingdom and Ireland, annexed to the Treaty on European Union and the Treaty establishing the European Community, hence the UK and Ireland are not bound by this Decision to the extent that it concerns the exercise of an external power by the Community in fields where its internal legislation does not bind the UK and/or Ireland.
