Welcomes the fact that the Bulgarian authorities have started to set up the necessary structures for the common organisation of the markets, but urges the country to intensify its efforts as regards the establishment of the milk quota system and the vineyard register; also stresses the importance of immediate preparation for the implementation of Community legislation concerning milk quotas so as not to create problems in terms of distortion of competition and the operation of the milk quota scheme in the other Member States; stresses the importance of bringing legislation on environmental policy and organic farming into line with the Community acquis.
