The Union will urge China to take the following steps to improve the situation: early ratification of the ICCPR and full implementation of both the ICCPR and the ICESCR, ratification of the OP/CAT, enhanced cooperation with the UN human rights mechanisms, limitations on the use of the death penalty, with a view to its abolition, putting an end to the "strike-hard" campaign, addressing the systemic root causes of physical and psychological torture, abolition of restrictions on the formation and activities of independent labour unions, reform of the system of administrative detention, respect of the human rights of all prisoners, including the right to stay silent and not to be subjected to torture, respect of the freedom of expression, religion and belief, reform of the judicial system in order to guarantee individuals the right to fair and open trial, release of political, labour and cyber activists and respect for the cultural and religious rights and freedoms in Tibet and Xinjiang.
