It is appropriate, therefore, to establish the position to be taken by the European Union within the Ninth Ministerial Conference of the WTO on food security, Tariff Rate Quota administration and the Monitoring Mechanism,

8. condamne vigoureusement les attentats terroristes qui ont frappé Boston le 15 avril 2013; encourage les deux partenaires à poursuivre la lutte contre le terrorisme et la criminalité organisée, tout en respectant et en défendant les droits de l'homme et les libertés fondamentales; est très préoccupé par les récentes révélations sur les opérations de surveillance et de collecte de données menées par les États-Unis au travers du programme PRISM, et par leurs implications en matière de protection des libertés civiles des citoyens de l'Union; invite la Commission et le Conseil à soulever ces questions lors de la réunion ministérielle JAI UE-US prévue pour ce 14 juin 2013; note le fait que l'accord sur les dossiers passagers et l'accord sur le programme de surveillance du financement du terrorisme (accord SWIFT), approuvés par le Parlement européen, sont déjà en vigueur; invite les partenaires à renforcer leur coopération sur l'accord de confidentialité et de protection des données en vue de finaliser les négociations de manière à assurer la juste transparence du traitement des données et une protection suffisante des données à caractère personnel;
8. Strongly condemns the Boston terrorist attacks of 15 April 2013; encourages both partners to continue the fight against terrorism and organised crime and, at the same time, to respect and uphold human rights and fundamental liberties; is deeply concerned by recent revelations on the US surveillance and data gathering operations under the PRISM programme, and their implications for the protection of EU citizens' civil liberties; calls on the Commission and the Council to raise the issue at the forthcoming JHA EU-USA Ministerial meeting on 14 June 2013; notes the fact that the Passenger Name Records Agreement and the Terrorist Finance Tracking Programme Agreement (SWIFT Agreement), approved by the European Parliament, are already in force; calls on the partners to increase their cooperation on the Data Privacy and Protection Agreement, in order to finalise the negotiations in such a manner as to ensure the proper transparency of data processing and sufficient protection of personal data;

The Japanese legal and supervisory framework for credit rating agencies consists of the Financial Instruments and Exchange Act (Act No 25 of 1948) related to the Regulation of Credit Ratings Agencies; the Cabinet Office Ordinance on Financial Instruments Business (Ordinance No 52 of 2007) related to the Regulation of Credit Rating Agencies; the Cabinet Office Ordinance on Definitions under Article 2 of the and Exchange Act (Ordinance of the Ministry of Finance No 14 of 1993) related to the Regulation of Credit Rating Agencies, as well as the Comprehensive Guidelines for Supervision of Financial Instruments Business Operators (Supplement) and the Guidelines for Supervision of Credit Rating Agencies.
