The EFTA Surveillance Authority will apply these Guidelines to all notified aid measures in respect of which it is called upon to take a decision after the Guidelines are published in the Official Journal and the EEA Supplement, even where the projects were notified prior to their publication.

– I voted for this resolution which, among other things, ‘welcomes the agreement achieved between the representatives of the governments of Iceland, the Netherlands and the UK on the Icesave issue, notably on guaranteeing the repayment of costs incurred in payment of minimum guarantees to depositors in branches of Landsbanki Islands hf. in the UK and the Netherlands; welcomes the approval by a three-quarters majority of the agreement by the Icelandic Parliament on 17 February 2011’; and ‘takes note of the decision of the President of Iceland to refer the bill to a referendum and hopes for an end to the infringement procedure which started on 26 May 2010, brought by the EFTA Surveillance Authority against the government of Iceland’.

When the EFTA Surveillance Authority receives a complaint or other submissions from third parties alleging that there was a State aid element in an agreement for the sale of land and buildings by public authorities, it will assume that no State aid is involved if the information supplied by the EFTA State concerned shows that the above principles were observed.

Bien que l’application de mesure de protection sanitaire incombe aux autorités des États membres, l’orientation pour des action immédiates et à venir se concentrera sur les points suivants: une détection rapide de tous les cas suspects de SRAS grâce à une bonne surveillance; la protection des personnes rencontrant des risques d’infection grâce à un isolement efficace, dans les hôpitaux, des patients souffrant du SRAS, y compris des mesures de protection du personnel soignant; une attention toute particulière sera portée au transport aérien, qui a été un facteur important dans la propagation du SRAS, comprenant notamment un examen normalisé des passagers quittant les zones infectées; des conseils donnés par le personnel de cabine aux passagers et des informations efficaces diffusées à l’entrée des zones infectées; la sensibilisation accrue des professionnels et du public, ainsi que le rapport et le partage opportuns et précis d’informations avec les autres pays, particulièrement les pays EEE et AELE, les pays adhérents et les pays candidats, ainsi qu’avec l’OMS.
Although the application of health protection measures falls to the authorities of the Member States, the orientation for immediate and future actions will focus on the following issues: rapid detection of all suspect cases of SARS through good surveillance; protection of those at risk of infection through effective isolation of SARS patients in hospitals, including measures to protect carers; particular attention to be paid to air travel, which has been an important factor in the spread of SARS, notably to standardised screening of passengers leaving affected areas; on-board advice to passengers and effective information at ports of entry from affected areas; raising awareness among professionals and the public and the timely and accurate reporting and sharing of information with other countries, in particular EEA and EFTA countries, acceding and candidate countries, and with the WHO.

No new operating aid will be authorized in this sector and the EFTA Surveillance Authority will propose, on the basis of Article 1 (1) of Protocol 3 to the Surveillance and Court Agreement, the progressive disappearance of existing operating aid to those EFTA States which may currently be granting such aid.
