9. In order to enable the application of the single area payment scheme referred to in this Title, the Commission shall, by means of delegated acts, determine the agricultural areas under the single area payment scheme, as provided for in paragraph 1, and the minimum size of eligible area per holding for which payments may be requested at a level higher than 0,3 ha, as provided for in the third subparagraph of paragraph 2.

3. 3. The Commission shall be empowered to adopt delegated acts in accordance with Article 55 laying down rules concerning the increase of reference areas under permanent grassland and permanent pasture as laid down in the third subparagraph of paragraph 1, the renewal of permanent grassland and permanent pasture , the reconversion of agricultural area into permanent grassland and permanent pasture in the case that the authorised decrease referred to in paragraph 2 is exceeded, as well as concerning the exceptional circumstances referred to in paragraph 2 and the modification of the reference areas under permanent grassland and permanent pasture, in the case of the transfer of land.

Troisièmement, l’utilisation de surfaces agricoles actuellement inexploitées pour la production de biomasse et de carburants durables devrait être accélérée.

Par rapport à la proposition d'amendement 1 : la Commission a présenté cette proposition pour trois raisons essentielles. Premièrement, elle vise à adapter le système intégré de contrôle à la réglementation lancée par l'Agenda 2000. Deuxièmement, elle vise à introduire les SIG, c'est-à-dire les systèmes d'information géographique, afin d'améliorer l'identification des surfaces agricoles. Troisièmement, elle veut imposer la compatibilité des systèmes de gestion et de contrôle d'autres régimes d'aide communautaires avec le SIGC.
With regard to Amendment No 1, the Commission’s main motivation in presenting this proposal was firstly to adjust the integrated control system to the new legislative situation arising from Agenda 2000, secondly, to introduce the geographic information systems designed to improve the identification of agricultural areas and, thirdly, to stipulate compatibility between IACS and administration and control systems for other Community aid systems.
