1. Le présent règlement ne s’applique pas aux transactions, ordres ou comportements qui interviennent pour des raisons qui relèvent de la politique monétaire, de change ou de gestion de la dette publique, et émanent d’un État membre, du Système européen de banques centrales, d’une banque centrale nationale, de tout autre ministère, agence ou entité ad hoc d’un État membre, ou de toute personne agissant pour le compte de ceux‑ci, et, dans le cas d’un État membre constitué sous forme d’État fédéral, aux transactions, ordres ou comportements émanant d’un des membres composant la fédération.
1. This Regulation does not apply to transactions, orders or behaviours carried out in pursuit of monetary, exchange rate or public debt management policy by a Member State, by the European System of Central Banks, by a national central bank of a Member State, by any other ministry, agency or special purpose vehicle of a Member State, or by any person acting on their behalf and, in the case of a Member State that is a federal state, to such transactions, orders or behaviours carried out by a member making up the federation.

- Les États membres sont invités, sous réserve des conclusions de l'étude de faisabilité relative à l'instauration d'un service fédéré européen de validation et moyennant un accord avec le consortium chargé du projet, à expérimenter le service de validation dans le cadre du projet pilote «PEPPOL» (Pan European Public Procurement Online) , projet transfrontalier à grande échelle consacré aux marchés publics électroniques qui relève du programme-cadre pour la compétitivité et l'innovation[18].
- Member States are invited to test, subject to the outcome of the feasibility study on a European federated validation service and to agreement with the project consortium, the validation service in the CIP[18] large scale cross-border e-procurement pilot project PEPPOL (“Pan European Public Procurement Online”).

- Après les résultats de l'étude de faisabilité relative à l'instauration d'un service fédéré européen de validation, les États membres sont invités à fournir à la Commission toutes les informations utiles et à assurer la coopération requise pour la mise en œuvre des actions, notamment celles qui sont nécessaires à l'instauration du service de validation, sous réserve des résultats de l'étude de faisabilité.

The Commission shall ensure that total annual allocations from the EAFRD originating from the EAGGF Guidance Section for any Member State pursuant to this Regulation, and from the ERDF, the ESF and the CF, in accordance with Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund (4), including the contribution of ERDF in accordance with Regulation (EC) No 1638/2006 of the European Parliament and of the Council of 24 October 2006 laying down general provisions establishing a European Neighbourhood and Partnership Instrument (5) and Council Regulation (EC) No 1085/2006 of 17 July 2006 establishing an Instrument for Pre-Accession Assistance (IPA) (6), and from the European Fisheries Fund according to Council Regulation (EC) No 1198/2006 of 27 July 2006 on the European Fisheries Fund (7), do not exceed the following limits:

The Commission shall ensure that total annual allocations from the EAFRD originating from the EAGGF Guidance Section for any Member State pursuant to this Regulation, and from the ERDF, the ESF and the CF, according to the Community legislation laying down general provisions governing these Funds for the period from 1 January 2007 to 31 December 2013, including the contribution of ERDF according to the Community legislation governing the European Neighbourhood Instrument, from the Instrument for Pre-Accession, according to the Community legislation governing that instrument, and from the part of the FIFG contributing to the Convergence Objective, shall not exceed 4 % of that Member State’s GDP as estimated at the time of the adoption of the Interinstitutional Agreement on budgetary discipline and improvement of the budgetary procedure.

De même, il n'est ni concevable, ni acceptable de créer aujourd'hui un État fédéral européen investi de responsabilités exclusives dans les domaines de la défense, de la sécurité et de l'économie.
