Calls on the Commission in relation to the Digital Agenda to thoroughly monitor and evaluate the application of gender mainstreaming and gender budgeting within the framework of EU funds in accordance with Article 7 of the Common Provisions Regulation (Regulation (EU) No 1303/2013 of 17 December 2013) on European funds, and calls on the Commission and the Member States to ensure the involvement of women’s organisations in the monitoring committees of funding programmes in order to guarantee that targeted actions strengthening the role of women in ICT are implemented; recalls the Commission’s commitment to gender budgeting.

Recalls its remit within the EU's budgetary procedure, and emphasises the need for the EMPA to immediately take on more significant responsibilities by being involved in consultation and democratic supervision in respect of defining the areas of work, regularly monitoring the projects undertaken, and budget implementation; calls on the various relevant EMPA committees to carry out regular hearings of the Secretary General and the Deputy Secretaries General; takes the view, however, that this higher level of responsibility must go hand in hand with improvements in the operation and working methods of the EMPA, including granting the necessary human and financial resources and bringing the EMPA's work more into line with that of the other UfM institutions; welcomes the decisions taken to this end at the 6th plenary session of the EMPA held in Amman on 13 and 14 March 2010;

Requests the institutions involved to make the necessary efforts to improve procedural and budgetary arrangements to accelerate the mobilisation of the EGF; appreciates the improved procedure put in place by the Commission, following Parliament's request for accelerating the release of grants, aimed at presenting to the budgetary authority the Commission's assessment on the eligibility of an EGF application together with the proposal to mobilise the EGF; hopes that further improvements in the procedure will be integrated in the new Regulation on the EGF (2014-2020) and that greater efficiency, transparency, visibility and follow-up of the EGF will be achieved;

11. prend acte du rapport d'étape soumis par la commissaire Schreyer pour donner suite à la déclaration commune des institutions précitée de décembre 2000; souligne, telle qu'elle ressort de ses amendements budgétaires, son intention d'améliorer son suivi de l'exécution budgétaire; invite la Commission à convenir avec lui d'un mécanisme d'élaboration de plans d'exécution efficaces pour chaque programme de dépenses, plans qui comporteraient objectifs de résultats et profils pour l'exécution en cours d'exercice; se déclare disposé à conclure un tel accord avant la deuxième lecture;
11. Takes note of the progress report submitted by Commissioner Schreyer in response to the abovementioned joint declaration by the institutions in December 2000; underscores its intention, as expressed in its budget amendments, to improve its monitoring of budget implementation; invites the Commission to agree with it a mechanism for the drawing up of effective implementation plans for each spending programme, including performance targets and profiles for the implementation over the financial year; declares its willingness to conclude such an agreement before second reading;

De plus, la recommandation invitant le Portugal à entreprendre des réformes structurelles dans les domaines ayant une incidence directe sur l'assainissement budgétaire a été suivie en temps opportun.
Moreover, the recommendation requesting Portugal to undertake structural reforms in areas with a direct impact on budgetary consolidation is being followed in good time.

3. Si, au cours du suivi ultérieur, le Conseil constate que le dérapage de la position budgétaire par rapport à l'objectif budgétaire à moyen terme ou par rapport à la trajectoire d'ajustement qui doit conduire à la réalisation de cet objectif persiste ou s'aggrave, il adresse, conformément à l'article 103 paragraphe 4 du traité, une recommandation à l'État membre concerné, l'invitant à prendre rapidement des mesures correctrices et peut, ainsi que le prévoit ledit article, rendre sa recommandation publique.
3. In the event that the Council in its subsequent monitoring judges that the divergence of the budgetary position from the medium-term budgetary objective, or the adjustment path towards it, is persisting or worsening, the Council shall, in accordance with Article 103 (4), make a recommendation to the Member State concerned to take prompt corrective measures and may, as provides in that Article, make its recommendation public.

L'engagement espagnol fera l'objet d'une attention particulière, et le gouvernement espagnol est invité à fournir à la Commission, sur demande, toute information complémentaire nécessaire au suivi des résultats budgétaires de 1996.
The Spanish commitment will be subject to particular scrutiny and the Spanish Government is invited to provide the Commission, on request, with any additional information necessary for monitoring the budgetary performance in 1996.
