The EU is also the Western Balkans' largest trading partner with an annual total trade volume of €43 billion (2016). Today, the European Commission set out Six flagship initiatives that will further strengthen our cooperation in a number of areas and support the transformation process in the Western Balkans. These flagship initiatives target specific areas of common interest: rule of law, security and migration, socio-economic development, transport and energy connectivity, digital agenda, reconciliation and good neighbourly relations.

La présente communication fait suite à l’appel, lancé dans la stratégie Europe 2020, à l’amélioration de l’attractivité de l’enseignement et la formation professionnels (EFP) et présente le potentiel offert par l’EFP dans le contexte des initiatives phare que sont «Une stratégie pour les nouvelles compétences et les nouveaux emplois» et «Jeunesse en mouvement», dont son cadre pour l’emploi des jeunes.

B. considérant qu'il est crucial que les différentes initiatives de l'Union européenne pour la croissance et l'emploi ainsi que pour la protection de l'environnement et du climat adoptent une approche cohérente; que les initiatives phares de la stratégie Europe 2020 jouent un rôle essentiel dans le renforcement de la coordination au niveau local et régional en ce qui concerne la mise en œuvre de la politique de cohésion; que les dispositions relatives à la programmation et à l'établissement de rapports ne comportent pas de mécanisme explicite relatif à la contribution expresse des Fonds structurels et d'investissement européens (Fonds ESI) à la réalisation des objectifs des initiatives phares; que le réexamen de la stratégie Europe 2020 devra aborder la mise en œuvre des initiatives phares et réaliser un équilibre entre les mesures financières, fiscales et économiques d'une part, et les aspects sociaux, éducatifs, environnementaux et d'égalité (en particulier l'égalité des genres) de l'autre;
B. whereas it is crucial that different EU initiatives for growth and jobs, as well as environment and climate protection, maintain a coherent approach; whereas the Europe 2020 strategy flagship initiatives play a key role in enhancing coordination at local and regional level as regards the implementation of cohesion policy; whereas there is no explicit mechanism built into the programming or the reporting provisions that would explicitly target flagship initiatives in terms of the contribution of the European Structural and Investment Funds (ESI Funds) to their delivery; whereas the Europe 2020 strategy review will need to address the implementation of the flagship initiatives and aim for a balance between financial, fiscal and economic measures on the one hand and social, educational, environmental and equality (especially gender equality) aspects on the other;

21. Further increases the overall level of commitment appropriations for the Competitiveness and Innovation Framework programme (CIP - Intelligent energy and CIP - Entrepreneurship and Innovation) compared to what was initially foreseen, as a matter of delivering on the flagship initiatives of the Europe 2020 strategy; hopes that this increase will contribute to improving the access of SMEs to this programme and to developing specific programmes and innovative financial mechanisms; recalls, in this context, the key role played by SMEs in boosting the EU economy and supports, in particular, the CIP-EIP programme as an indispensable tool of recovery from the crisis;

4. déplore qu’il soit impossible, sur le plan budgétaire, d'identifier clairement les implications financières des initiatives phares de la stratégie UE 2020 pour le projet de budget 2011; exprime des doutes, dès lors, quant à la possibilité d’assurer le financement adéquat de ces initiatives clés; invite la Commission à identifier précisément les lignes budgétaires couvertes par chacune de ces initiatives phares avant le trilogue du mois de juin;
4. Deplores the impossibility to clearly identify, from a budgetary point of view, the financial implications on the Draft Budget 2011 of the EU2020 Strategy flagship initiatives; expresses, therefore, its strong doubts on whether an adequate funding for these key initiatives can be ensured; requests that the Commission manages to single out the exact budget lines that are covered by each one of these flagship initiatives ahead of the June trilogue;
