The European Council's discussions will be based on: - a summary report from the Commission, accompanied by any new suggestions; in this context the European Council in particular requests the Commission to study the question of new sources of jobs; - a report from the Council on the lessons to be drawn from national employment policies in accordance with the procedure provided for in B above, possibly accompanied by proposals for new guidelines; - the annual report from the ECOFIN Council on the implementation of the broad economic-policy guidelines; - the Commission's annual report on the operation of the internal market. - a statement established by the Commission on the progress of the trans-European infrastructure networks in the spheres of transport and energy and on the implementation of the operational programme in the area of information infrastructures.

Renforcer l'efficacité des dispositions de lutte contre la fraude de l'UE La Commission complètera le règlement relatif à la protection des intérêts financiers de l'UE, en proposant entre autres les améliorations suivantes : - extension des sanctions administratives pour fraude à d'autres grands domaines tels que les Fonds structurels; - adoption rapide d'un règlement améliorant les vérifications sur place des inspecteurs de la Commission; - introduction d'itinéraires obligatoires pour les camions en transit, en renforçant les contrôles et en augmentant la garantie exigée des opérateurs transportant des marchandises en transit dans l'UE; - examen des mécanismes de communication et de détection des fraudes mis en oeuvre par les Etats membres et suggestions en vue de leur amélioration éventuelle; - analyse de tous les textes législatifs existants et nouveaux de l'Union européenne en vue d'éliminer toute lacune propice à la fraude, et notamment dans les secteurs à haut risque.
Tightening up the effectiveness of EU anti-fraud rules The Commission will beef up the Regulation protecting the EU's financial interests, notably by proposing the following improvements: - Extending the framework of administrative penalties for fraud to broad policy areas such as the Structural Funds - Working towards the rapid adoption of a Regulation improving on-the-spot checks for Commission inspectors - Introducing compulsory routes for transit lorries, reinforcing controls and increasing the size of financial deposits put down by operators transporting goods in transit across the EU - Scanning Member States' own fraud reporting and detection mechanisms and suggesting where improvements can be made - Screening all new and existing EU legislation in order to ensure that it is fraud-proof, especially in high-risk sectors.
