A. considérant que le bassin de la mer Noire est l'une des régions les plus stratégiques dans le monde et qu'elle revêt une importance capitale pour l'Union européenne et ses États membres, notamment en matière de sécurité et de défense, ainsi que pour la politique européenne de voisinage et le partenariat oriental; que l'importance d'une coopération renforcée entre l'Union européenne et les pays de la région a été prise en compte par la «synergie de la mer Noire», la politique régionale de l'Union européenne lancée en 2008; que l'ensemble des conflits de longue durée en République de Moldavie (Transnistrie), en Géorgie (Ossétie du Sud et Abkhazie) etHaut-Karabagh se situent dans la région de la mer Noire;
A. whereas the Black Sea Basin is one of the world’s most strategic regions, of key importance to the EU and its Member States, in particular with regard to ensuring their security and defence, and to the EU Neighbourhood Policy and the Eastern Partnership; whereas the importance of strengthened cooperation between the European Union and the countries of the region was recognised by Black Sea Synergy – the EU’s regional policy launched in 2008; whereas all existing protracted conflicts in the Republic of Moldova (Transnistria), Georgia (South Ossetia and Abkhazia) and Nagorno-Karabakh are located in the Black Sea Basin;

D. considérant que la Russie participe directement ou indirectement à plusieurs "conflits gelés" dans son voisinage (en Transnistrie, en Ossétie du Sud, en Abkhazie et dans le Haut-Karabakh), qui constituent de graves entraves au développement et à la stabilité des pays voisins concernés et à leur rapprochement avec l'Union européenne;
D. whereas Russia is directly or indirectly, involved in a number of 'frozen conflicts' in its neighbourhood – in Transnistria, South Ossetia, Abkhasia and Nagorno Karabakh – that constitute serious impediments to the development and stability of the neighbouring countries concerned and to their rapprochement with the European Union;

calls on Russia to comply with the terms of the August 2008 agreements terminating the conflict of which it is a signatory and to pull back its military forces to the positions held prior to the commencement of hostilities and to end their blockage of EUMM access to the territories of Abkhazia and South Ossetia;

Le fait que la Russie assure la présidence du G8, à partir du 1er janvier 2006, devait en principe l’inciter non seulement à améliorer son image sur la scène internationale, mais également à fournir des efforts plus actifs et soutenus en vue de résoudre le conflit en Tchétchénie et, partant, d’améliorer la situation dans le Caucase du Sud, où les trois conflits, en Ossétie du Sud, en Abkhazie et dans le Haut-Karabakh, bien que gelés, réclament une solution de toute urgence.
Russia's Presidency of the G8, since 1 January 2006, was expected not only to give the country an incentive to improve its image on the international stage, but also to help it make more active and sustained efforts than previously to resolve the conflict in Chechnya and thus to improve the situation in the southern Caucasus, where the three conflicts in South Ossetia, Abkhazia and Nagorno-Karabakh, although frozen, urgently need to be resolved.

Expresses its deep disapproval at Russia's announcement that it would establish official ties with institutions within the separatist authorities of South Ossetia and Abkhazia; deplores, in this regard, the decision taken by the Russian Ministry of Defence on 31 May 2008 to send its forces to Abkhazia to restore the rail and road infrastructure in the breakaway region in accordance with the presidential decree;

The Commission advocates a more active EU role through increased political involvement in ongoing efforts to address the conflicts (Transnistria, Abkhazia, South Ossetia and Nagorno-Karabakh) and has proposed that the EU should also look at ways of enhancing its participation e. g. in monitoring.

L’Union doit investir, se donner véritablement les moyens nécessaires, et donner de véritables moyens à ces fragiles États, pour que les tensions sécessionnistes qui les agitent dans l’Ossétie du Sud, l’Abkhazie, et l’Adjarie, par exemple, s’apaisent, permettant le rétablissement d’une paix durable, fondée sur des statuts adaptés.
The Union must invest, really give itself the necessary resources and give real resources to these fragile states, so that the secessionist tensions that are causing difficulties in South Ossetia, Abkhazia and Adzharia, for example, will die down, allowing a lasting peace to be established, based on appropriate statutes.
