TRADUCTIONS EN CONTEXTE

1. Les subventions communautaires sous la forme visée à l'article 108 bis, paragraphe 1, point a), du règlement financier sont calculées sur la base des coûts éligibles, qui sont définis comme les coûts réellement exposés par le bénéficiaire et font l'objet d'une prévision budgétaire préliminaire présentée avec la proposition et figurant dans la décision ou convention de subvention.
1. Community grants in the form referred to in point (a) of Article 108a(1) of the Financial Regulation shall be calculated on the basis of eligible costs, which are defined as costs actually incurred by the beneficiary and subject to a preliminary budget estimate as submitted with the proposal and included in the grant decision or agreement.

«5. Les décisions d’octroi de subventions communautaires aux actions visées à l’article 10, paragraphes 1 et 1 bis, font l’objet de conventions de subvention entre la Commission et les services nationaux proposant les actions.
‘(5) The decisions to award community grants to the actions referred to in Article 10(1) and (1a) shall be subject to grant agreements between the Commission and the national agencies proposing the actions.

Je parle de deux aspects essentiels du système général d’octroi de subventions, car ils permettent la coresponsabilité du bénéficiaire pour ce qui est de l’usage correct des aides et font également en sorte que les organismes ne dépendent pas exclusivement des aides communautaires pour fonctionner, ce qui favorise leur implantation dans l’avenir.
I am talking about two fundamental aspects of the general system for awarding grants because they allow for the co-responsibility of the beneficiary for the correct use of grants and also ensure that the organisations do not depend solely and exclusively on Community grants in order to operate, thereby promoting their establishment in the future.

Urges the Commission, accordingly, to refuse aid under Community programmes to undertakings which fail to honour the above commitments, which misuse investment subsidies or which directly or indirectly subsidise relocation within the Union; demands, in particular, the refusal of Community aid to undertakings which, having received aid in a Member State, transfer their plants to another country without having respected all the conditions of their contracts signed with the Member State concerned;

2. demande par conséquent à la Commission de refuser l'octroi d'aides au titre des programmes communautaires aux entreprises qui ne respectent pas ces engagements, qui font une mauvaise utilisation des subventions à l'investissement et qui subventionnent directement et indirectement les délocalisations à l'intérieur de l'Union; demande en particulier que soient refusées les aides communautaires aux entreprises qui, après avoir bénéficié d'une aide dans un État membre, transfèrent leurs unités de production dans un autre pays sans remplir intégralement les contrats qu'elles ont signés avec cet État membre;

The definition is inspired from the definition of Community industry pursuant to Article 9 of Regulation 2026/97 on protection against subsidised imports from third countries in the area of goods.

Dans le cas des programmes d'initiative communautaire et des actions innovatrices, les modalités d'utilisation des subventions globales font l'objet d'un accord entre la Commission et l'organisme intermédiaire concerné.
In the case of Community initiative programmes and innovative measures, the procedures for the use of global grants shall be the subject of an agreement between the Commission and the intermediary body concerned.

Les programmes et les projets mis en oeuvre par ces entités peuvent bénéficier d'une assistance communautaire dans le cadre du présent règlement, à l'exception des frais de fonctionnement de ces entités lesquels font, le cas échéant, l'objet d'une subvention accordée dans le cadre du règlement (CE) no 1080/2000 du Conseil du 22 mai 2000 relatif au soutien à la Mission intérimaire des Nations unies pour le Kosovo (MINUK) et à l'Office du Haut Représentant en Bosnie-et-Herzégovine (OHR)(11).
Any programmes or projects they implement shall be eligible for Community assistance under this Regulation, except in the case of those entities' running costs; where appropriate, such costs may draw on a grant provided under Council Regulation (EC) No 1080/2000 of 22 May 2000 on support for the United Nations Interim Mission in Kosovo (UNMIK) and the Office of the High Representative in Bosnia and Herzegovina (OHR)(11).
