The Framework Programme financial support for the construction phase may be provided to those priority projects for which there is a critical need for such support. In these cases, decisions will be taken through a mechanism that will depend on the nature and the level of funding required (e.g., direct grant; European Investment Bank loans, the access to which may be facilitated through the Risk Sharing Finance Facility (Annex III); Article 171).
