Welcomes the adoption of important structural reforms such as those relating to the public pension system, the streamlining of public employment and a new financing scheme for local government; encourages Montenegro to continue structural reforms, in particular strengthening the rule of law, physical infrastructure and human resources, and to pursue further measures to remove business barriers and improve the business environment as well as to increase labour market flexibility and boost export competitiveness; continues to be concerned about the significant level of informal employment and the extent of the informal economy, which poses significant challenges to the Montenegrin economy and society;

47. fait observer que les autorités locales et régionales devraient s’engager à créer un cadre favorable à la recherche et apporter une contribution notable à la réalisation de l'EER, ce qui pourrait être rendu possible par des programmes de financement communautaires tels que le 7è PCRD, mais que des progrès considérables pourraient également être réalisés au moyen de programmes convenus, financés par les fonds structurels; estime notamment qu’il est urgent de renforcer le potentiel des régions "scientifiquement faibles" en matière de RD en recourant à la fois aux fonds structurels et au 7è PCRD, ainsi qu’à des investissements nationaux et régionaux, afin de répondre notamment de manière efficace aux besoins locaux en matière de recherche induits par la société;
47. Observes that local and regional authorities should be engaged in creating a research-friendly framework and should make a significant contribution to the realisation of the ERA and that this could be brought about through Community funding programmes such as FP7, but that considerable progress could also be made by means of agreed programmes funded by the Structural Funds; considers, in particular, that the RD potential of ‘scientifically weaker’ regions urgently needs to be enhanced through the combined use of Structural and FP7 funds, as well as national and regional investments, in order to efficiently address, among others, local needs in society-driven research;

This way, the foundations for a strengthened inclusion of the outermost regions in the developing European Research Area are laid, consisting of a host of policy measures foreseen in the next framework Programme, the specific provisions of the Structural funds for outermost regions [40] and other relevant measures in the context of the art. 299 exercise (e.g. on renewable energies. The 7 outermost regions could thus undertake a concertation activity between them for agreeing on an appropriate use of their programmes funded under the Structural Funds, in order to stimulate this cooperation and seize the different opportunities offered by the Union (Research Framework Programme and Structural Funds initiatives, including the new innovative actions (2000-2006)), to foster a really integrated regional strategy for development.
