En premier lieu, elle examinera la croissance du PIB et de l'emploi dans les pays de la cohésion par rapport au reste de l'Union au cours des dernières années. Elle exposera ensuite les disparités entre les régions au sein de l'Union européenne des Quinze et leur évolution au cours des quelque dix dernières années, en se concentrant plus particulièrement sur les régions d'Objectif 1 qui reçoivent une aide des Fonds structurels. En troisième lieu, elle présentera les développements économiques intervenus récemment dans les futurs Etats membres et les écarts de résultats économiques entre régions au sein de ces pays. En quatrième lieu, elle indiquera les taux de croissance nécessaires pour que leur niveau de revenu converge vers celui de l'Union actuelle en un laps de temps raisonnable.
This examines, first, the growth of GDP and employment in the cohesion countries over recent years relative to that in the rest of the EU; secondly, the extent of disparities between regions in the EU15 and how this has changed over the past decade or so, with particular focus on the Objective 1 regions receiving Structural Fund support; thirdly, economic developments in the accession countries over the recent past and the way that economic performance has varied across regions within these countries; and, fourthly, the growth rates they require to converge towards the income levels in the present EU within a reasonable period of time.

Six grands aspects de la politique de cohésion communautaire sont examinés ci-dessous : en premier lieu, la contribution apportée par les politiques structurelles au soutien de la croissance dans les régions en retard de développement et au renforcement de leurs résultats, ainsi qu'à une plus grande intégration économique et sociale; en deuxième lieu, les effets de ces politiques en dehors des régions d'Objectif 1 ; en troisième lieu, le rôle spécifique du Fonds social européen en ce qui concerne la promotion de l'emploi, de l'éducation et de la formation ; en quatrième lieu, le rôle des politiques structurelles dans la promotion de la coopération et de la formation de réseaux, notamment au niveau local ; en cinquième lieu, les méthodes utilisées pour mettre en oeuvre les Fonds structurels et leur contribution à la modernisation de la gestion des politiques publiques ; enfin, les résultats de l'aide de pré-adhésion dans les futurs Etats membres et les premiers enseignements qu'il est possible de tirer pour la période de programmation 2004-2006 (Carte 4.1).
Six major aspects of Community cohesion policy are examined below: first, the contribution of structural policies to supporting growth in lagging regions and to strengthening their performance while helping to bring about closer economic and social integration; secondly, the effects of these policies outside of Objective 1 regions; thirdly, the specific role of the European Social Fund (ESF) in promoting employment, education and training; fourthly, the role of structural polices in terms of encouraging cooperation and networking, not least at the local level; fifthly, the methods used to implement the Structural Funds and their contribution to modernising the management of government policies; and finally, the achievements of pre-accession support in the new Member States and the first lessons which can be drawn for the 2004-2006 programming period -- Map 4.1).

The work done in 2001 paved the way for two main events in 2002. The 3rd Conference on Gender Mainstreaming in the Structural Funds (June 14th and 15th 2002, Santander, Spain) and the Commission Communication on the implementation of gender mainstreaming in the Structural Funds programming documents which aim at reviewing and fine-tuning gender mainstreaming in the Structural Funds inthe wake of a general reform of the Structural Funds.

Secondly, it is then necessary to work on the basis of realistic timetables, which take into account the time that structural adjustments require and, thirdly, it is necessary to restrict the opening up of the market, and to lay down, in addition, mechanisms for suspending the liberalisation process, if necessary, and to give the ACP countries the opportunity to protect their own incipient and strategic industries; in any case, we used this criterion ourselves throughout the last century and some in fact are still trying to put it forward again today.

Troisièmement, la coordination doit impérativement être rehaussée à l’intérieur des fonds structurels, ainsi qu’entre la politique structurelle et les autres domaines politiques de la Communauté, en particulier la politique agricole commune et la politique fiscale et économique.
Thirdly, there is a need for improved coordination among the Structural Funds as well as of structural policy with the other Community policy areas, especially the common agricultural policy and fiscal and economic policy.
