Elle permet aussi à Stena de contrôler les participations de 13 % et de 50 % détenues par Houlder Offshore Ltd dans le capital de deux autres sociétés, respectivement Comex S.A. et Comex Houlder Ltd. It further gave Stena control over a shareholding of 13% and 50% owned by Houlder Offshore Ltd in two competing companies, i.e. in Comex S.A. andin Comex Houlder Ltd. After a first examination, the Commission expressed two concerns : 1) lack of access by COMEX to an essential market input for the execution of its subsea diving services : Stena being a competitor of Comex for the execution of subsea works, its acquisition of two diving support vessels on which Comex largely depended was likely to either restrict access by Comex to these vessels or to increase the cost of such access; 2) the shareholding of 13% in Comex S.A. and 50% in Comex Houlder Ltd. : these shareholdings would create a structural link between two important competitors in a highly concentrated market which was likely to influence the competitive behaviour of Comex and Stena.

Quant à la réhabilitation du dernier tronçon dégradé delaroute Bamako-Gao, elle intéresse non seulement la population de la région de Mopti (1 400 000 hab.) dont l'approvisionnement en céréales dépend en partie de la capacité de cette route à supporter le trafic en provenance du Sud mais aussi les populations des régions de Gao et Tombouctou, régions structurellement déficitaires en céréales, dont l'approvisionnement emprunte l'axe routier passant par Mopti.
