The purpose of the EFSI should be to help resolve the difficulties in financing and implementing strategic, transformative and productive investments with high economic, environmental and societal added value contributing to achieving Union policy objectives such as those set out in Regulation (EU) No 1287/2013 of the European Parliament and of the Council (6), Regulation (EU) No 1291/2013 of the European Parliament and of the Council (7), Regulation (EU) No 1315/2013 of the European Parliament and of the Council (8) and Regulation (EU) No 1316/2013 of the European Parliament and of the Council (9).

Stresses that strategic infrastructures that promote the diversification of supplies, sources and routes, such as storage, import and transport facilities, as well as liquefaction and regasification of natural gas plants, can facilitate enhanced supply when emergency situations occur; notes that these infrastructures may be supported by means of specific regulatory arrangements and/or public funding as provided by the ‘trans-European energy infrastructure’ and ‘Connecting Europe Facility’ regulations (respectively Regulation (EU) No 347/2013 and Regulation (EU) No 1316/2013) and/or financial support via EU financial instruments based on the strategic goals of the Union;

Points out that currently the main form in which foreign companies are allowed to set up in China is through joint ventures, which are often associated with the transfer of strategic technologies that promote China's competitive development to the detriment of European industry; is convinced that further openness on the part of China towards other legal regulations allowing foreign investors to set up, combined with due protection of intellectual property rights (IPRs), industrial property, brands and geographical indications of products, is crucial and would be mutually beneficial, as well as fostering a greater degree of integration of the European and Chinese economies on the basis of a more strategic approach to economic cooperation that is oriented, among other things, towards environment-friendly technology and innovation;
