Recalls the high potential of sources of renewable energy – in particular wind and solar energy – in the Euro-Mediterranean region; supports the swift, coordinated implementation of the Mediterranean Solar Plan, the main aim of which is to establish, by 2020, 20 GW of new renewable energy production capacity in the Mediterranean, and industrial initiatives such as DESERTEC, in addition to the adoption of a Euro-Mediterranean energy efficiency strategy; hopes that the projects will, as a matter of priority, meet the needs of supplier countries and stresses the effects that the strengthening – particularly on the southern shore – of the network infrastructure, the gradual establishment of an interdependent regional market and the creation of a new industrial sector, such as that of solar components manufacturing, will have on the economic development of partner countries;

- (ES) Monsieur le Président, je voudrais commencer par féliciter et remercier M. Salafranca pour son rapport qui est excellent, très complet, et tout à fait opportun, précisément parce qu'une fois mis sur papier le processus d'élargissement, deux choses resteront à accomplir : la stratégie euro-méditerranéenne et la stratégie sur l'Amérique latine.
– (ES) Mr President, I would firstly like to congratulate and thank Mr Salafranca for his report, which is very comprehensive, well-written and apt, because it is only when the enlargement process has been completed on paper, that we realise that there are still two issues that have yet to be resolved: Euro-Mediterranean strategy and this matter of Latin America.

Méditerranée: La cinquième conférence ministérielle euro-méditerranéenne tenue les 22 et 23 avril 2002 a marqué le renouveau du processus de Barcelone et a adopté un plan d'action pour le développement du partenariat euro-méditerranéen en liaison avec la stratégie régionale (2002-2006) pour la région méditerranéenne.
Mediterranean countries: The Fifth Euro-Mediterranean Ministerial Conference on 22-23 April 2002, marking the renewal of the Barcelona Process, adopted an action plan for the development of the Euro Mediterranean partnership in association with the regional strategy (2002-2006) for the Mediterranean region.

Lignes d'action possibles : - favoriser la création d'un marché du crédit et d'un marché mobilier intégré et fiable pour les entreprises et les institutions, qui opèrent sur le marché financier international, et l'intégration progressive des systèmes bancaires euro-méditerranéens ; - l'implication des entreprises et des banques européennes dans l'élaboration des projets, le financement et le monitorage, relatifs à la réalisation des principaux réseaux infrastructurels, à réaliser dans les pays méditerranéens ; - la diffusion de techniques d'intervention en "financement de projet" ; - les activités de formation et d'assistance technique visant à l'introduction de nouveaux concepts dans l'évaluation et le développement de projets (comme les sous-traitances, les investissements immatériels pour des activités d'amélioration de la qualité, les adoptions de stratégies de marketing-oriented) ; - l'activité de formation et de stages de fonctionnaires de banque auprès d'institutions financières communautaires spécialisées dans le soutien au développement des P.M.E. ANNEXE II FORUM INDUSTRIEL EURO-MEDITERRANEEN (Malte, 13 et 14 mai 1996) DECLARATION FINALE Les représentants des organisations d'entreprises euro-méditerranéennes, réunis à Malte les 13 et 14 Mai 1996, ont discuté, à l'occasion du "Forum industriel euro-méditeranéen", de certains aspects du partenariat économique et industriel essentiels au développement économique et social de la zone sud de la Méditerranée.
Possible lines of action: - promoting the establishment of an integrated securities and credit market that business and institutions operating on the international finance market can rely upon, and the gradual integration of Euro-Mediterranean banking systems; - involvement of business and European banks in the planning, financing and monitoring of major infrastructure networks to be created in Mediterranean countries; - dissemination of project-financing techniques; - training and technical assistance activities to introduce new project evaluation and development concepts (such as subcontracted production, intangible investments for quality improvement, the adoption of market-oriented strategies); - arrangement of training and courses for banking officials to be held in Community financial institutions specializing in SME development support. ANNEX II EURO-MEDITERRANEAN INDUSTRIAL FORUM (Malta, 13 and 14 May 1996) FINAL DECLARATION Representatives of Industrial Organizations met in Malta on 13 and 14 May 1996 on the occasion of the "Euro-Mediterranean Industrial Forum". They discussed those aspects of an economic and industrial partnership which will be decisive in shaping the economic and social development of the South Mediterranean region.

The Conference should reach agreement on a series of economic and political guidelines for Euro-Mediterranean policy into the next century, which could be set out in a new Charter.

III. DANS LE CADRE DES TRAVAUX DE LA CONFERENCE EURO- MEDITERRANEENNE DE BARCELONE DES 27/28 NOVEMBRE 1995, LE CONSEIL INVITE: 1. Les participants à la Conférence Euro-Méditerranéenne à examiner la coopération industrielle en tant qu'instrument privilégié pour le développement économique et la création d'emploi dans le bassin méditerranéen, en encourageant particulièrement la réalisation de projets d'investissement industriel et d'infrastructures y afférentes. 2. La Commission à présenter en 1996 une communication sur tous les aspects de la coopération industrielle euro-méditerranéenne, afin d'identifier les lignes, les critères et les procédures à suivre pour mettre en place une stratégie d'action plus orientée vers le monde industriel. 3. La Présidence et la Commission à organiser au début de 1996 une Conférence des Ministres de l'Industrie de l'Union européenne et de nos partenaires méditerrannéens afin d'entamer une discussion approfondie sur le développement de la coopération industrielle dans le cadre de la politique euro-méditerranéenne".
III WITHIN THE FRAMEWORK OF THE EURO-MEDITERRANEAN CONFERENCE IN BARCELONA ON 27 AND 28 NOVEMBER 1995, THE COUNCIL INVITES: 1. the participants in the Euro-Mediterranean Conference to look at industrial cooperation as a major instrument for economic development and job creation in the Mediterranean, giving particular encouragement to industrial investment projects and related infrastructure projects; 2. the Commission to submit, in 1996, a communication on all aspects of Euro-Mediterranean industrial cooperation in order to identify appropriate lines, criteria and procedures to be followed in order to implement a more industry-oriented action strategy; 3. the Presidency and the Commission to organize early in 1996 a Conference bringing together the Ministers for Industry of the European Union and our Mediterranean partners in order to open detailed discussions on the development of industrial cooperation within the framework of Euro- Mediterranean policy".
