Carolyn Bennett: With respect to science and research, what is the government's strategy: (a) for funding health research to prevent a brain drain of qualified researchers to the United States; (b) to ensure there is increased funding for Canada’s granting councils; and (c) to ensure scientific integrity in federal policy making?

7. est conscient du fait qu'une coexistence, pendant plusieurs décennies, des anciens systèmes et de l'ERTMS n'est pas souhaitable et qu'il importe par conséquent de coordonner la migration et d'abréger autant que faire se peut la phase de migration; estime, dans ce cadre, qu'un rôle clé doit être joué par l'élaboration d'une stratégie de migration cohérente et englobant tout le réseau, comme le préconise notamment l'accord conclu entre la Commission et les fédérations ferroviaires européennes; invite par conséquent la Commission, en concertation avec l'Agence ferroviaire européenne, les États membres et l'industrie, à présenter dans les meilleurs délais un "plan directeur ERTMS" contraignant;
7. Realises that it would be unsatisfactory for old systems and ERTMS to coexist side by side for decades and that it will accordingly be vital to coordinate the migration and make the migration stage as short as possible; considers, in view of the foregoing, that a sound migration strategy for the whole network, as likewise called for in the agreement between the Commission and the European rail industry associations, has a key role to play; calls on the Commission, therefore, in consultation with the ERA, the Member States, and the industry, to submit a binding "ERTMS master plan" without delay;
