We're trying to look at whether we're going to redistribute the traditional quota key, whether we'll set up a mechanism for including new members if there would be new stocks to be managed by NAFO, or whether we will look at some parties who have quotas but haven't fished in the regulatory area and decide that if they haven't fished for many, many years, those quotas will be removed and reallocated to other members.
