The Commission took action because it considered that the new statutes could contribute to foreclosing for a long period the market for the supply of electricity to mixed intercommunal companies (primary electricity which is resold by the intercommunal company to its customers) and the supply of distribution services (within the mixed intercommunal company, Electrabel carries out the day-to-day distribution functions).
