Dans sa communication de novembre 2000 intitulée «Vers une procédure d'asile commune et un statut uniforme, valable dans toute l'Union, pour les personnes qui se voient accorder l'asile», la Commission a laissé entendre que le traitement des demandes de protection dans les régions d'origine et la facilitation de l'arrivée de réfugiés sur le territoire des États membres par un mécanisme de réinstallation pouvaient constituer des moyens d'offrir rapidement un accès à la protection sans que les réfugiés n'aient à être victimes des réseaux d'immigration illégale et de traite des êtres humains ou qu'ils aient parfois à attendre plusieurs années avant que le statut leur soit reconnu.
In the Communication of November 2000 "Towards a common asylum procedure and a uniform status valid throughout the Union for persons granted asylum" the Commission suggested that processing requests for protection in the region of origin and facilitating the arrival of refugees on the territory of the Member States through a resettlement scheme may be methods of offering rapid access to protection without refugees being at the mercy of illegal immigration or smuggling gangs or having to wait years for recognition of their status.
