Je ne comprends pas pourquoi, au premier paragraphe, il propose comme solution possible d'accorder le statut de ports publics à certains ports, alors qu'au deuxième paragraphe, il dit que le statut de port public ne pourrait jamais être accordé rétroactivement parce que cela pourrait causer un préjudice à quelqu'un qui pourrait vouloir intenter une action contre la Couronne.
I do not understand why in the first paragraph it is being proposed as an option that a harbour be declared a harbour, while in the second paragraph it states that it could never be declared retroactively that a harbour is a public harbour because it might prejudice someone if they had an action against the Crown.

Au vu de cette attitude au final un peu simpliste de la politique canadienne, le gouvernement pourrait peut-être s'inspirer du gouvernement français, qui, sans endosser la position de l'Autorité palestinienne, a néanmoins proposé une formule médiane qui se veut un statut particulier au sein des Nations Unies, un statut déjà reconnu à d'autres entités politiques.
