The Commission will create a flexible "Financial Toolbox" with ready-to-use, standardised instruments that can be deployed in a rapid manner such as for example standardised templates, draft term sheets, standard tools to set up project-related financing vehicles or templates for necessary framework agreements.

Recalls that, unlike other structural funds, the specificity of the ESF is that it is closely linked to the target groups it supports and that it needs to be shaped in a way that allows for many small-scale, locally based projects; calls for the Member States to be required to pass on funding to projects immediately, so as to rule out problems for smaller beneficiaries; calls on the Commission and the Member States to ensure flexibility in the financial implementation of programmes, to take the principle of proportionality regarding time and efforts and financial contribution into account when fixing control and audit obligations, and to simplify procedures and reduce excessive administrative costs and any obstacles, for the benefit of the projects and the potential beneficiaries, thereby making the ESF better able to contribute to achieving the EU's objectives for growth and job creation; calls on the Commission to increase the choice for management authorities and beneficiaries as regards financing options and to propose the possibility of standard cost options alongside traditional accounting;

34. reprend à son compte l'appel du G-20 qui demande d'accélérer la convergence des normes comptables; demande instamment au CET d'inviter le FASB (Financial Accounting Standards Board ) et l'IASB (International Accounting Standards Board ) à mettre en place un ensemble unique de normes comptables internationales de grande qualité et à finaliser leur projet de convergence d'ici à juin 2011; souligne que l'IASB doit poursuivre la réforme de sa gouvernance;
34. Supports the G-20 call to speed up convergence of accounting standards; urges the TEC to invite the Financial Accounting Standards Board (FASB) and the International Accounting Standards Board (IASB) to agree a single set of high-quality global accounting standards and complete their convergence project by June 2011; underlines that the IASB should continue its governance reforms;

27. reprend à son compte l'appel du G20 qui demande d'accélérer le rapprochement des normes comptables; invite instamment le FASB (Financial Accounting Standards Board) et l'IASB (International Accounting Standards Board) à mettre en place un ensemble unique de normes comptables internationales de grande qualité dans le cadre de leur processus indépendant de normalisation et de finaliser leur projet de rapprochement d'ici à juin 2011;
27. Supports the G-20 call to speed up the convergence of accounting standards; urges the Financial Accounting Standards Board and the International Accounting Standards Board to agree a single set of high-quality global accounting standards within the context of their independent standard-setting processes and complete their convergence project by June 2011;

En vue d’accroître la transparence sur un projet de mesure notifié et de faciliter l’échange d’information sur les projets de mesure entre autorités réglementaires nationale, les formulaires de notification standard et abrégé doivent comporter une description synthétique des principaux éléments du projet de mesure notifié.
In order to increase transparency on a notified draft measure and to facilitate the exchange of information about such measures between national regulatory authorities both the standard and the short notification forms should contain a summarised description of the main elements of the notified draft measure.

Le formulaire de notification standard précise les informations succinctes que les autorités réglementaires nationales doivent fournir à la Commission lorsqu’elles notifient des projets de mesure selon la procédure de notification standard conformément à l’article 7 de la directive 2002/21/CE.
The standard notification form specifies the summary information to be provided by national regulatory authorities to the Commission when notifying draft measures under the standard notification procedure in accordance with Article 7 of Directive 2002/21/EC.

Le formulaire de notification standard n’est pas destiné à remplacer le projet de mesure notifié, mais doit permettre à la Commission et aux autorités réglementaires nationales des autres États membres de vérifier que le projet de mesure notifié contient effectivement, d’après les informations fournies sur ledit formulaire, toutes les informations nécessaires afin que la Commission exerce ses fonctions conformément à l’article 7 de la directive 2002/21/CE dans les délais qui y sont indiqués.
The standard notification form is not meant to replace the notified draft measure, but it should enable the Commission and the national regulatory authorities of other Member States to verify that the notified draft measure does indeed contain, by reference to the information contained in the standard notification form, all the information needed for the Commission to carry out its tasks under Article 7 of Directive 2002/21/EC within the time frame set therein.
