Le texte proposé au Conseil se réfère donc explicitement à ces droits et principes à respecter; leur concrétisation doit pourtant être effectuée dans le cadre des modalités d'application à arrêter par la Commission afin que les débats à venir au niveau du Conseil puissent se limiter à fixer le cadre nécessaire sans que, en retardant ou bloquant l'adoption des orientations proposées, les délégations discutent, à ce stade déjà, tous les détails d'application.
They are to be specified in concrete terms, however, in the detailed rules which are to be adopted by the Commission, so that the forthcoming Council discussions can confine themselves to laying down the necessary framework without the delegations delaying or blocking the adoption of the proposal by discussing all the details of its application at this stage.
