In its first opinion, the Committee identified the challenges facing the Union (enlargement, globalisation, a growing dynamic between the centre and the periphery, macro-economic stability, etc.) and the consequences to be drawn; maintaining aid under Objective 1 beyond 2006; overcoming the negative statistical impact of enlargement on average per capita GDP; raising the ceiling set at 0.45% of GDP for the Structural Funds; creating a resource to stabilise regional income in the event of an unexpected economic shock; consolidating the programme of Community Initiatives; adopting an open method of coordination to deal with the problems of economic and social cohesion which the Objective 2 regions are experiencing, and giving priority to investment in the less-favoured regions.

In Mali, the programme ‘Youth and Stabilisation in the central regions of Mali (PROJES)' worth EUR 30 million has been adopted to foster socio-economic stabilisation and recovery by strengthening the supply of, and access to, basic services considered locally as most urgent, and by revitalising the regional and local economic fabric, with central importance being given to the training and professional integration of young people.

5. Considers that the Afghanistan-Pakistan relationship has been the source of much of the region's instability, and therefore concludes that stabilising the region requires a comprehensive policy geared to that relationship; hopes that, with the new government in Pakistan, the improvement of the bilateral relationship will receive a fresh impetus; believes, however, that without the active engagement and assistance of the international community, the two countries will not be able to extricate themselves from their difficult bilateral relationship; recognises that security in Afghanistan hinges to a very large extent on the democratisation of Pakistan; urges the international community to initiate and support measures to lessen tensions between Afghanistan and Pakistan, including a long-term programme to stabilise and develop the cross-border region involving stakeholders on both sides;

Afin de mieux garantir un niveau de vie équitable pour la population agricole dans les régions de production des bananes, de mieux orienter les ressources pour faciliter l’adaptation des producteurs à la logique du marché, de stabiliser les dépenses, d’assurer le respect des obligations internationales de la Communauté, de prendre en compte de manière adéquate les particularités des régions productrices, de simplifier la gestion du régime et de l’harmoniser avec les principes des organisations communes de marchés réformées, il est nécessaire de modifier ce régime.
In order to better ensure a fair standard of living for the agricultural community in regions where bananas are produced, to better direct resources towards market-orientation of producers, to stabilise expenditure, to ensure respect of the international obligations of the Community, to take adequately into account the particularities of the producing regions, to simplify the management of the regime and align it on the principles of the reformed common market organisations, it is necessary to amend this regime.

À long terme, l'établissement progressif d'un cadre régional de coopération politique et économique pourrait, en atténuant les tensions et en intégrant peu à peu une coopération en matière de sécurité, servir de mécanisme de stabilisation de la région au sens large et permettre de s'attaquer aux différends historiques non résolus dans la région.
Over the long-term, the progressive establishment of a regional politico-economic cooperative framework, reducing tensions and moving gradually to involve security cooperation, could provide a mechanism for improving stability in the broader region and tackling the legacy of unresolved regional disputes.

Le programme proposé par la Commission en la matière fait partie du processus de stabilisation et d'association pour la région et devrait dégager les moyens financiers pour la reconstruction et la stabilisation de la région, la promotion de la démocratie et de l'État de droit, l'encouragement au développement d'une économie de marché et la promotion de la coopération des régions entre elles et avec l'Union européenne.
The programme the Commission is proposing forms part of the stabilisation and association process and is designed to make financing available for the reconstruction and stabilisation of the region, for the promotion of democracy and the rule of law, the development of a market economy and the development of cooperation between the recipient countries themselves and also between them and the European Union.
