2. Les participants au programme peuvent utiliser le label commun pour identifier les produits présentant les qualités requises, qui ont été testés dans leurs propres installations ou par un laboratoire d'essai indépendant, et qui répondent aux spécifications communes définies à l'annexe C; ils peuvent également certifier eux-mêmes la conformité des produits.
2. Program Participants may use the Common Logo to identify qualified products that have been tested in their own facilities or by an independent test laboratory and that meet the Common Specifications set forth in Annex C, and may self-certify product qualification.

5. Sans préjudice des dispositions relatives à l'auto-certification visées au paragraphe 2, chaque organe de gestion se réserve le droit de tester ou d'examiner les produits qui sont ou qui ont été vendus sur son territoire (sur le territoire des États membres de la Communauté européenne dans le cas de la Commission) afin de déterminer si ces produits sont certifiés conformes aux spécifications communes énoncées à l'annexe C. Les organes de gestion communiquent entre eux et coopèrent pour garantir que tous les produits portant le label commun répondent aux spécifications communes énoncées à l'annexe C.
5. Notwithstanding the self-certification procedures specified in Paragraph 2 above, each Management Entity reserves the right to test or otherwise review products that are or have been sold within its territories (in the territories of the European Community Member States in the case of the Commission) to determine whether the products are certified in accordance with the Common Specifications set forth in Annex C. The Management Entities shall communicate and cooperate fully with one another to ensure all products bearing the Common Logo meet the Common Specifications set forth in Annex C.

Les recommandations plus spécifiques étaient les suivantes: définition d'exigences minimales en ce qui concerne l'examen médical et les contrôles périodiques; spécification communes eu égard aux profils psychologiques requis; spécifications communes pour les compétences requises par les personnels engagés dans des opérations trans-frontalières; établir une nouvelle approche visant à assurer un suivi du niveau de compétence des conducteurs certifiés; envisager l'utilisation d'un système de communication simplifié, parallèlement à une connaissance basique d'une langue commune; accorder des droits équivalents aux conducteurs étrangers quand le système ERTMS/ECTS est actif, mais des droits restreints dans des situations opérationnelles dégradées; développer une harmonisation des concepts ferroviaires utilisés dans les différentes opérations; développer et mettre en oeuvre des règles d'opération harmonisées au niveau européen.
The following more specific recommendations were made: specification of minimum requirements as regards medical examinations and regular check-ups; common specification of psychological profiles; common specification of skills for personnel in cross-border operations; adopting a new approach to ensure follow-up of the level of competence of certified drivers; considering the use of a simplified communication system combined with basic knowledge of a common language; granting full operating rights to foreign train drivers when ERTMS/ECTS is active, but more restrictive operating rights in operational situations where an incident or damage has occurred; developing and implementing operational rules harmonised at European level.
