Les 17 et 18 juin 2004, le Conseil européen a adopté la Stratégie européenne de sécurité: une politique globale pour la Bosnie-et-Herzégovine, prévoyant entre autres que, en ce qui concerne les instruments de la PESC/PESD en Bosnie-et-Herzégovine, des liens clairs seront établis avec le représentant spécial de l'UE (RSUE) afin que celui-ci puisse aider le Secrétaire général/Haut représentant et le Comité politique et de sécurité (COPS) à faire en sorte que l'effort consenti par l'UE soit le plus cohérent possible.
On 17 to 18 June 2004 the European Council adopted the European Security Strategy: Comprehensive Policy for Bosnia and Herzegovina, inter alia calling for explicit links to the EU Special Representative (EUSR) as far as CFSP/ESDP instruments in Bosnia and Herzegovina are concerned in order to allow the EUSR to assist the Secretary-General/High Representative and the Political and Security Committee (PSC) in ensuring maximum coherence of the EU effort.
