23. demande à l'Union et aux États membres, dans le cas où un pays partenaire envoie une invitation à une personne faisant l'objet d'un mandat d'arrêt de la CPI ou exprime une volonté d'autoriser une telle personne à se rendre sur son territoire, d'exercer, dans les plus brefs délais, de fortes pressions sur ce pays afin qu'il procède à l'arrestation ou soutienne une opération d'arrestation ou, au minimum, qu'il empêche le déplacement de la personne concernée; relève que de telles invitations ont récemment été envoyées au président soudanais Omar el-Béchir notamment par la Chine, Djibouti, le Kenya, la Malaisie et le Tchad;
23. Asks the EU and its Member States, in the event of a partner country issuing an invitation to, or expressing a willingness to allow, visits on its territory by an individual who is the subject of an ICC arrest warrant, to exert strong pressure on that country without delay, with a view to either arresting or supporting an arrest operation or, as a minimum, to preventing the travel of such an individual; notes that recently such invitations have been issued to Sudan's president Omar al-Bashir by Chad, China, Djibouti, Kenya and Malaysia among others;
