Au titre de son initiative Transport 21 , l'Irlande œuvre à promouvoir le transfert modal vers les transports publics en réalisant des investissements considérables dans les services et infrastructures de transport public.
As part of its Transport 21 initiative, Ireland is promoting modal shift to public transport through considerable investments in public transport services and infrastructure.

En ce qui concerne les systèmes de transport intelligents, la politique du RTE-T a contribué en particulier à préparer les projets Galileo et SESAR (programme de recherche sur la gestion du trafic aérien dans le ciel unique européen), initiatives européennes majeures qui devraient, lorsqu'elles seront opérationnelles, rendre l'utilisation des infrastructures de transport beaucoup plus efficace. En ce qui concerne le transport routier, ferroviaire et aérien, par exemple la gestion du trafic maritime (VTM) et les services d’information fluviale (SIF), des projets en matière de systèmes de transport intelligents ont été élaborés de façon flexible, sur la base des caractéristiques définies par les orientations relatives au RTE-T. Cette approche théorique permet d’incorporer les évolutions technologiques, les besoins du marché et les initiatives de coopération entre partenaires issus de différents États membres; alliée à la possibilité de contribution à hauteur de 50 % pour la préparation des projets, elle a eu une incidence notable sur le développement de projets transfrontaliers, qui sinon n’auraient peut-être pas existé. Les méthodes flexibles de mise en œuvre de projets de ce type, fondées sur des objectifs et critères préétablis, devraient aussi se prêter à la réalisation d'autres objectifs de la politique de transport, à savoir la fourniture de services de transport efficaces (du point de vue économique comme environnemental), sûrs, fiables et de grande qualité.
As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.

Le forum assurera le lien avec les activités parallèles et complémentaires dans le domaine des systèmes de transport intelligents, comme CARS 21, le programme d’action européen pour la sécurité routière (notamment la charte européenne pour la sécurité routière[14]), l’initiative «systèmes de transport intelligents pour la logistique et l’intermodalité» annoncée dans le programme communautaire de Lisbonne et, dans le domaine de l’environnement, le groupe de travail «véhicules utilitaires légers» du programme européen sur le changement climatique[15].
The Forum will ensure the links with parallel and complementary activities in the domain of intelligent transport systems like Cars21, the European Road Safety Action Programme in particular the European Road Safety Charter[14], the “Intelligent Transport Systems for logistics and intermodality” initiative announced in the Community Lisbon Programme and, in the field of the environment, the European Climate Change Programme working group on light vehicles[15].

Welcomes the Commission's CARS 21 initiative and believes that an integrated approach to transport is necessary; considers however, that this approach should not imply a reduction in the obligations on any stakeholder; stresses the importance and necessity of a framework directive for energy efficiency in transport; calls on the Commission and Member States to bring forward national sustainable transport initiatives, which focus on city mobility, train infrastructure, energy-efficient cars and modal shift; considers that the EU should evaluate current, and — if appropriate — propose new, efficiency standards for cars after assessing the voluntary agreements with the automobile industry;

( Action: poursuivre les programmes sur la mobilité intelligente dans les transports routier (initiative «Voiture intelligente» et «eSafety»), aérien (SESAR), ferroviaire (ERTMS) et par voie d’eau (SIF et SafeSeaNet); assurer le meilleur usage des signaux de navigation Galileo, développer des initiatives analogues dans le secteur maritime («e-maritime») et lancer un grand programme de déploiement d’infrastructures intelligentes dans le transport routier.
Action: continue intelligent mobility programmes road transport (Intelligent Car Initiative and eSafety), in aviation (SESAR), railways (ERTMS), waterborne transport (RIS and SafeSeaNet); making the best use of Galileo navigation signals, develop further similar initiatives in the maritime field (“e-maritime”) and launch a major programme to roll out intelligent infrastructure for road transport.
