Stresses that, contrary to what was stated in the Presidency's draft Stockholm programme, when fundamental rights are at stake EU external policy should comply with the EU's internal legal framework and not the reverse; asks to be informed immediately of planned or pending negotiations on international agreements with a bearing on the AFSJ, in particular those founded on Articles 24 and 38 of the current EU Treaty; considers that special priority should be given to formulating, before the next EU-US summit, a coherent common strategy for future relations with the USA in connection with the AFSJ, in particular as regards the conclusion of the following pending agreements:

Welcomes the abovementioned report by the High Representative and the Commission on the security implications of climate change; urges the EU-US Summit to address this issue as a matter of priority, building on the successful Bali conference in December 2007; calls on the EU and the United States to work together to achieve an ambitious post-2012 agreement in 2009, including both mitigation and adaptation action at international level; also notes with interest the proposals under discussion in the US Congress on the creation of an International Clean Technology Fund, and encourages the Commission to open a dialogue with the US Administration on this issue;

45. exprime son souhait d'une coopération renforcée avec les Etats-Unis dans le domaine de la non-prolifération et de la lutte contre le terrorisme; invite néanmoins instamment l'Union et les États-Unis à poursuivre leur dialogue constructif dans ces domaines et à mettre en œuvre un plan d'action pour une coopération plus avancée conformément aux déclarations Union-États-Unis sur la lutte contre le terrorisme et la non-prolifération des armes de destruction massive, adoptées lors du sommet Union-États-Unis le 26 juin 2004; estime que tous ces points doivent être évoqués dans le cadre de toute rencontre Union/États-Unis pertinente pour la politique de sécurité;
45. Expresses its wish for a stronger cooperation with the United States in the fields of non-proliferation and the fight against terrorism; urges the EU and the US none the less to continue with their positive dialogue in these areas and to fully pursue an action plan for further cooperation as reflected in the EU-US Declarations on combating terrorism and on the non-proliferation of WMDs adopted at the EU-US Summit on 26 June 2004; considers that these points should be addressed in the context of all EU-US meetings relevant to security policy;

Recommends that by the next 2006 summit, the EU and the US agree to both update the New Transatlantic Agenda (NTA) of 1995 and the Transatlantic Economic Partnership (TEP) of 1998 and draw up a new transatlantic partnership agreement that covers both and leads to the achievement of a "barrier-free transatlantic market" by 2015 with a 2010 accelerated target date for financial services and capital markets; this initiative should be based on the Economic Initiative adopted at the June 2005 EU-US Summit and the Joint EU-US Work Programme, setting specific sector-by-sector objectives with a view to taking stock of the progress achieved in 2005-2006 and specifying future steps to be taken;
