For the benefit of the audience and for senators, I just want to bring back the terms of reference on which we are sitting here tonight, that the Standing Senate Committee on Transport and Communications be authorized to receive senior management and officials of the Canadian Broadcasting Corporation to explain their decision to cut funding to Radio Canada International by 80 per cent — particularly in view of the importance of Radio Canada International as the voice of Canada around the world and because shortwave radio is oppressed in regions worldwide that are denied access to the Internet — and that the committee report to the Senate no later than June 30.

Dennis Mills moved, - That WHEREAS the Canadian Broadcasting Corporation plays a vital role in television communication in Canada; AND WHEREAS the Canadian Broadcasting Corporation provides regional and local television coverage throughout Canada and all provinces and territories; AND WHEREAS the Canadian Broadcasting Corporation provides a direct link to our diverse cultures. AND WHEREAS the Canadian Broadcasting Corporation plays an essential role as a training ground in the film and television industry and as a showcase for young journalists, producers and entertainers from every part of Canada; THEREFORE BE IT RESOLVED that this Committee opposes any plan by Canadian Broadcasting Corporation to dismantle existing CBC regional television capacity; AND FURTHER BE IT RESOLVED that this Committee calls on the Canadian Broadcasting Corporation to expand and enhance its regional English and French television production and capacity; AND FURTHER BE IT RESOLVED that this Committee calls on the Federal Government to provide adequate and stable funding to the Canadian Broadcasting Corporation to expand and enhance regional television production capacity.

Ms. McLaughlin (Yukon), seconded by Mr. Taylor (The Battlefords–Meadow Lake), moved, — That, in the opinion of this House, the Minister of Canadian Heritage should proceed immediately to exempt CBC North from layoffs and funding reductions to the operating budget resulting from the $127 million reduction in federal funding to the Canadian Broadcasting Corporation announced in 1996, as well as future cuts should they occur (Private Members’ Business M–288) Debate arose thereon.

Pour livrer efficacement cette bataille, Radio-Canada doit faire ce qui suit: refléter parfaitement les perspectives régionales à la grandeur du réseau; faire mieux apprécier aux Canadiens anglophones et aux Canadiens francophones la culture de l'autre groupe en les exposant aux émissions produites par l'autre groupe; contribuer à une compréhension commune de la composition multiculturelle ou multiraciale de notre population; avoir les normes les plus rigoureuses de responsabilité journalistique; collaborer avec le reste de l'industrie de la radiodiffusion afin d'offrir des débouchés additionnels aux émissions canadiennes et aux enregistrements sonores canadiens (1640) Si nous voulons vraiment que la Société Radio-Canada fasse entendre une voix typiquement canadienne qui façonnera notre identité nationale dans un environnement offrant de multiples canaux, nous devons lui fournir les instruments dont elle a besoin pour planifier son avenir avec confiance.
To wage this battle effectively, the CBC must do the following: it must be the perfect reflection of regional perspectives across the network; it must help English-speaking Canadians and French-speaking Canadians gain a better understanding of the other group's culture by exposing them to programs produced by the other group; it must contribute to the common understanding of the multicultural or multiracial makeup of our population; it must adopt the strictest standards of journalistic responsibility; finally, it must co-operate with the rest of the broadcasting industry in an effort to come up with new markets for Canadian programs and sound recordings (1640) If we really want the CBC to be the typically Canadian voice that will shape our national identity in a multichannel environment, we must give it the necessary tools with which to confidently plan its future.

Madame la ministre, je crois que vous devriez parler à la ministre du Patrimoine afin qu'elle donne des ordres - je dis bien des ordres, car il ne faut pas que les ministres se gênent de donner des ordres, ils sont là pour cela - à la Société Radio-Canada à l'effet que si elle veut faire des compressions budgétaires, qu'elle les fasse ailleurs, et non pas en fermant Radio Canada International.
Madam Minister, I believe you ought to speak to the Minister of Canadian Heritage, so that she can give the order - I use the word " order" deliberately, for ministers must not hold back from giving orders; that is what they are there for - to the CBC, that if they want to make budget cuts, they should do so in other areas, and not by closing down Radio Canada International.
