The novelty of this programme, which the Commission discussed with the main donors, lies in the combination of a strengthening of the "repatriation" component (which corresponds to the UNHCR's mandate) and a substantial "resettlement" component intended to act as a socio-economic incentive to return and which will also help the population in the areas to which the refugees return.
