En d'autres mots, il faut accroître autant que possible la prise de conscience du public, tant en lui apportant à sa demande une information adéquate qu'en diffusant largement cette information, auprès des communautés de niveau local, régional ou national dans les États membres, notamment, sans exclusive, aux écoles, cliniques, centres sociaux, locaux communautaires, églises, etc.
In other words, public awareness must be enhanced to the as much as possible, both through provision of adequate information upon request, and its extensive dissemination to local, regional and central communities in Member States, including, but not limited to, schools, clinics, social and community centres and churches.

Welcomes the publication of the Commission communication entitled 'Implementing the Community Lisbon programme: Social services of general interest in the European Union' (COM(2006)0177), which had already been signalled in the White Paper on services of general interest (COM(2004)0374), and which arises from the exclusion of social services from the scope of the amended proposal for a directive on services in the internal market, in connection with which the Council’s common position was approved at second reading by the European Parliament; welcomes the Commission's endeavours to conduct a consultation process with the Member States and with all the sectors involved, aiming to find a balance between the special characteristics of these services, which sometimes make them difficult to define in general terms, and the application of the principles of transparency, free competition and non-discrimination, which have mandatory force in the EU, and of Community law on the award of public contracts and concessions;

L'implication européenne à l'égard des services sociaux repose également sur l'application du droit communautaire. Cela résulte des processus d'ouverture ou de diversification initiés par les États membres eux-mêmes, ayant pour effet qu'une part croissante des services sociaux dans l'Union européenne, jusqu'alors gérés directement par les autorités publiques, relèvent dorénavant des règles communautaires régissant le marché intérieur et la concurrence.
The European involvement in the field of social services also has a basis in the application of Community law, as a result of the processes of opening up and diversification initiated by the Member States themselves, with the consequence that a growing proportion of social services in the European Union, until now managed directly by the public authorities, now come under the Community rules on the internal market and competition.

maintain an organised and ongoing dialogue with the representatives of the European Parliament , of social partners at Community level and non-governmental organisations as to how the strategy and the programme should be formulated, implemented and followed up, and discuss related strategic guidelines; for this purpose, the Commission shall ensure that as much information as possible is available to the non-governmental organisations and social partners; the Commission shall report to the committee set up under Article 6 on its dialogue with non-governmental organisations and the social partners;

Favours the adoption of a norm for the inactive/active ratio, which reflects the ratio between the active and the portion of the population aged between 15 and 65 in the three best performing Member states and asks the Employment and Labour Market Committee to further elaborate the indicators in the various fields and ensure that Member states apply them; this norm should include criteria for underrepresented groups and be linked to social criteria such as the provisions of the European Social Charter, the Community Charter of the Fundamental Social Rights of Workers;
