TRADUCTIONS EN CONTEXTE

– vu la Charte sociale européenne révisée, notamment son article 30 (droit à la protection contre la pauvreté et l'exclusion sociale), et son article 16 (droit de la famille à une protection sociale, juridique et économique),
– having regard to the revised European Social Charter, in particular its Articles 30 (on the right to protection against poverty and social exclusion) and 16 (on the right of the family to social, legal and economic protection),

– vu la Charte sociale européenne révisée, notamment son article 30 (droit à la protection contre la pauvreté et l'exclusion sociale), son article 31 (droit au logement) et son article 16 (droit de la famille à une protection sociale, juridique et économique),
– having regard to the revised European Social Charter, in particular its Articles 30 (on the right to protection against poverty and social exclusion), 31 (on the right to housing) and 16 (on the right of the family to social, legal and economic protection),

8. souligne la nécessité de surveiller les investissements sociaux dans le cadre d'un pacte d'investissement social, établi sur le modèle du pacte pour l'euro plus, en vue de renforcer la gouvernance économique et budgétaire de l'Union, en y incluant les investissements en matière de logements sociaux; attire également l'attention sur la nécessité de fixer aux États membres des objectifs liés aux investissements sociaux, en vue d'atteindre les objectifs en matière sociale, d'emploi et d'éducation énoncés dans la stratégie Europe 2020; se félicite que cette proposition soit corroborée par les conclusions du Conseil européen de décembre 2012 qui soulignaient que «les possibilités offertes par le cadre budgétaire existant de l'UE pour trouver un équilibre entre les besoins en matière d'investissements publics productifs et les objectifs de la discipline budgétaire peuvent être exploitées dans le cadre du volet préventif du Pacte de stabilité de croissance»; invite la Commission à mieux suivre ces investissements sociaux à l'aide d'un tableau de bord d'indicateurs sur les investissements réalisés par les États membres et à l'échelle de l'Union, tenant compte pour les investissements en matière de logements sociaux, de l'évolution des coûts du logement et du nombre de demandeurs en attente d'attribution dans les États membres; appelle en outre tous les États membres à ratifier la Charte sociale européenne révisée, en prêtant une attention particulière à son article 31;
8. Emphasises the need to monitor social investment as part of a ‘social investment pact’ modelled on the Euro Plus Pact and designed to strengthen the Union’s economic and budgetary governance and including investment in social housing; emphasises as well the need for social investment targets for the Member States to meet with a view to attaining the social, employment and education objectives laid down under the Europe 2020 strategy; welcomes the conclusions of the December 2012 European Council meeting which stress that ’the possibilities offered by the EU’s existing fiscal framework to balance productive public investment needs with fiscal discipline objectives can be exploited in the preventive arm of the Stability and Growth Pact’, thus bearing out the validity of this proposal; calls on the Commission to monitor social investment more closely, using a scoreboard based on indicators of investment at Member-State and EU level, which, in connection with social housing investment, takes account of changes in housing costs and in the number of people waiting to be allocated housing in the Member States; further calls on all Member States to ratify the revised European Social Charter, with special regard to Article 31;

La Stratégie européenne pour l'emploi (SEE) a été révisée en 2003 pour mieux étayer dans une Union européenne élargie les objectifs fixés à Lisbonne et a été orientée vers un soutien aux actions entreprises par les Etats membres pour réformer leur marché du travail, parvenir au plein emploi, accroître la qualité et la productivité du travail et réduire les disparités sociales.
The European Employment Strategy (EES) was revised in 2003 better to underpin in an enlarged Union the objectives set at Lisbon and was directed at supporting Member State efforts to reform their labour markets, achieve full employment, increase quality and productivity at work and reduce social disparities.

La prise en compte accrue de la dimension «jeunesse» dans certaines politiques essentielles concernant les jeunes, soutenue dans le Livre blanc «Un nouvel élan pour la jeunesse européenne» au titre de deuxième pilier du développement des politiques de jeunesse a été fortement renforcée, en 2005, par l’adoption du Pacte européen pour la jeunesse[11], qui a particulièrement souligné l’importance de l’intégration des jeunes dans la vie professionnelle et sociale dans le cadre de la stratégie révisée de Lisbonne.
The mainstreaming of youth in certain key policies for young people, advocated in the White Paper for Youth as a second pillar for developing youth policies, was strongly reinforced in 2005 by the adoption of the European Youth Pact[11], giving special focus on integrating young people in professional and social life in the revised Lisbon strategy.
