This Communication also outlines how the European Social Fund underpins the Member States' commitments made in their National Action Plans for employment.

Lancée en 2000, cette méthode consistant en un processus d'autoévaluation volontaire fondé sur des objectifs communs vient compléter un vaste ensemble de mesures législatives, d'instruments financiers (dont le Fonds social européen) et de processus de coordination (en particulier la stratégie de Lisbonne) au service de la cohésion sociale et de la solidarité dans l'Union.
This method, launched in 2000 as voluntary self-evaluating process, based on common objectives, complements a comprehensive mix of legislation, financial instruments (including the European Social Fund) and coordination processes (particularly the Lisbon Strategy) that have supported social cohesion and solidarity within the EU.

10. se félicite de l'initiative pour l'emploi des jeunes qui vient renforcer la garantie pour la jeunesse, en particulier dans les régions où le chômage des jeunes est supérieur à 25 %, et fait observer qu'elle constitue un moyen efficace pour réduire le chômage des jeunes et qu'elle ouvre la voie à une réforme structurelle fondamentale à moyen et à plus long termes; invite les États membres à établir une coopération solide avec les parties prenantes, notamment avec les employeurs et les PME, et à faire pleinement usage du Fonds social européen, de l'initiative pour l'emploi des jeunes et d'autres fonds structurels lors de la mise en œuvre de cette initiative et de la création d'une infrastructure à cet effet;

Welcomes the Youth Employment Initiative introduced to enhance the Youth Guarantee Scheme, in particular in regions with a youth unemployment rate of over 25 %, and points out that this is an efficient means of reducing youth unemployment and will serve as a fundamental structural reform in the mid- and longer term; calls on Member States to establish strong cooperation with stakeholders, in particular employers and SMEs, and to make full use of the European Social Fund, the Youth Employment Initiative and other structural funds when implementing the scheme and creating an infrastructure therefor;

Aussi a-t-elle pris la décision de n'apporter aucun amendement à la proposition de règlement de la Commission européenne modifiant le règlement (UE) n° 1304/2013 relatif au Fonds social européen, qui vient ajouter un article au chapitre IV relatif à l'initiative pour l'emploi des jeunes. What is more, she has decided to table no amendments to the Commission’s proposal for a regulation amending Regulation (EU) No 1304/2013 on the European Social Fund, which incorporates an article on the YEI into Chapter IV. Your rapporteur agrees with the Commission's policy objectives and the measures it proposes to achieve them and has therefore chosen the procedure that will make for the quickest possible release of the EUR 1 billion.
