IN-CONTEXT TRANSLATIONS

Le présent avis de la commission REGI à l'intention de la commission ECON est motivé par le fait que l'article 23 et l'annexe III du règlement dont relève la politique de cohésion, à savoir le règlement (UE) n° 1303/2013 du Parlement européen et du Conseil portant dispositions communes relatives au Fonds européen de développement régional, au Fonds social européen, au Fonds de cohésion, au Fonds européen agricole pour le développement rural et au Fonds européen pour les affaires maritimes et la pêche, portant dispositions générales applicables au Fonds européen de développement régional, au Fonds social européen, au Fonds de cohésion et au Fonds européen pour les affaires maritimes et la pêche, et abrogeant le règlement (CE) n° 1083/2006 du Conseil, prévoient la suspension de la dotation des fonds en cas d'application de la procédure concernant les déséquilibres macroéconomiques.
The Committee on Regional Development (REGI) drafted an opinion to the Committee on Economic and Monetary Affairs (ECON) due to the fact that the cohesion policy umbrella regulation (EU) No 1303/2013 of the European Parliament and of the Council of laying down common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund and laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund, the European Maritime and Fisheries Fund and repealing Council Regulation (EC) No 1083/2006 includes in Article 23 and Annex III the macroeconomic imbalances procedure as a trigger for funds suspension.

Pour la période 2007 - 2013, les dispositions générales sur le Fonds européen de développement régional, le Fonds social européen et le Fonds de cohésion prévoient que le FSE soutient des actions dans le cadre de l'objectif «Convergence» (pour les régions les moins développées) et de l'objectif «Compétitivité régionale et emploi» (qui essaie d'anticiper et promouvoir les changements économiques pour faire face aux défis).
For the period 2007-2013, the general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund provide that the ESF shall support actions in the context of the Convergence objective (for least-developed regions) and the Regional Competitiveness and Employment objective (which tries to anticipate and promote economic changes in order to meet challenges).

Schulz, que l'Europe joue contre leur modèle social, mais au contraire que la Commission et les institutions européennes protègent leur modèle social.
We cannot properly protect social services of general interest and implement Article 14 of the Lisbon Treaty, which provides the legal base for such services to be commissioned and funded, unless the Council puts a request to the Commission and unless the Commission uses its right of initiative so that we can at last talk about a legal framework that will protect public service operations, guarantee the independence of local authorities in the local services they provide and give us the assurance that future Court of Justice rulings will not threaten this fundamental feature of the European social model, so that people feel, not as Mr Schulz said, that Europe works against their social model but on the contrary that the Commission and the other European institutions work to safeguard it.
