With regard to human resources, the High Level Group on the future of the European Social Fund, chaired by Anna Diamantopoulou, has identified a number of challenges which contribute to a more thorough assessment of future cohesion policy: the sheer scale of regional imbalances in terms of the labour market and economic development following enlargement; polarisation of the labour market and society; increasing skills requirements; continuing gender inequality; the need to modernise economic and social systems in response to demographic changes; the growing pressures from migration and mobility.
