Définition: Troubles caractérisés par un ensemble de conduites dyssociales, agressives ou provocatrices, répétitives et persistantes, dans lesquelles sont bafouées les règles sociales correspondant à l'âge de l'enfant. Ces troubles dépassent ainsi largement le cadre des mauvaises blagues ou mauvais tours des enfants et les attitudes habituelles de rébellion de l'adolescent. Ils impliquent, par ailleurs, la notion d'un mode de fonctionnement persistant (pendant au moins six mois). Les caractéristiques d'un trouble des conduites peuvent être symptomatiques d'une autre affection psychiatrique; dans cette éventualité, ce dernier diagnostic doit être codé. Le diagnostic repose sur la présence de conduites du type suivant: manifestations excessives de bagarres et de tyrannie, cruauté envers des personnes ou des animaux, destruction des biens d'autrui, conduites incendiaires, vols, mensonges répétés, école buissonnière et fugues, crises de colère et désobéissance anormalement fréquentes et graves. La présence de manifestations nettes de l'un des groupes de conduites précédents est suffisante pour le diagnostic, alors que la survenue d'actes dyssociaux isolés ne l'est pas.
Definition: Disorders characterized by a repetitive and persistent pattern of dissocial, aggressive, or defiant conduct. Such behaviour should amount to major violations of age-appropriate social expectations; it should therefore be more severe than ordinary childish mischief or adolescent rebelliousness and should imply an enduring pattern of behaviour (six months or longer). Features of conduct disorder can also be symptomatic of other psychiatric conditions, in which case the underlying diagnosis should be preferred. Examples of the behaviours on which the diagnosis is based include excessive levels of fighting or bullying, cruelty to other people or animals, severe destructiveness to property, fire-setting, stealing, repeated lying, truancy from school and running away from home, unusually frequent and severe temper tantrums, and disobedience. Any one of these behaviours, if marked, is sufficient for the diagnosis, but isolated dissocial acts are not.

In the employment and social area, this includes efforts with regards to legislation, social dialogue, preparation for the participation in the European employment strategy and in the open method of co-ordination in the areas of social inclusion and pensions as well as preparation for the future intervention of the European Social Fund.

Une nouvelle stratégie visant à s'attaquer à l'exclusion sociale est donc en cours, tous les Etats membres étant de plus en plus impliqués, même si c'est sur une base volontaire, ce qui ajoute une nouvelle dimension à la convergence et renforce le modèle social européen en même temps que cela contribue à atteindre un meilleur équilibre entre les politiques économiques et sociales de l'Union européenne.
A new strategy to tackle social exclusion is, therefore, underway, with all Member States being increasingly involved, even if on a voluntary basis, which adds a new dimension to convergence and which reinforces the European social model as well as helping to achieve a better balance between the social and economic policies of the EU.

Pour ce faire, il y aura lieu de rendre compte des priorités du socle européen des droits sociaux dans le cycle annuel du Semestre européen de coordination des politiques, ce qui implique une analyse des mesures prises et des progrès réalisés au niveau national, la fourniture d'une assistance technique, des exercices d'évaluation comparative et des échanges de bonnes pratiques, ainsi qu'un examen des résultats obtenus en matière d'emploi et dans le domaine social, en ayant également recours au nouveau tableau de bord social, qui suit les tendances et les performances à travers les États membres de l'UE dans les trois domaines des principes relevant du socle européen des droits sociaux.
This will be done by reflecting the priorities of the European Pillar of Social Rights in the annual cycle of the European Semester of policy coordination, which includes an analysis of measures taken and progress made at national level; the provision of technical assistance, benchmarking exercises and exchange of good practices; and the screening of employment and social performances, also with the help of the new Social Scoreboard, which tracks trends and performances across EU Member States in the three areas of principles under the Pillar of Social Rights.

Le FEDER est mis en œuvre au niveau national au moyen de programmes septennaux dans le cadre d’un accord de partenariat avec l’UE, qui implique cinq Fonds structurels et d’investissement européens (Fonds ESI): le FEDER, le Fonds social européen (FSE), le Fonds de cohésion, le Fonds européen pour les affaires maritimes et de la pêche (FEAMP) et le Fonds européen agricole pour le développement rural (Feader).

Calls on the Commission to take full account of the correct horizontal social clause as specified in Article 9 TFEU, under which the EU has to take into account requirements linked to the promotion of a high level of employment, the guarantee of adequate social protection, the fight against social exclusion, and a high level of education, training and protection of human health, and calls on the Commission to specify how the Platform will affect assessments of the implementation of that clause; calls for more in-depth social impact assessments of EU policies, even where those policies are initiated by the European Council rather than the Commission, as in the case of the Euro Plus pact; takes the view that such in-depth analysis of the application of this clause will make it possible to avoid a levelling-down of social standards in Europe and facilitate the development of a common social basis in Europe; calls for this social impact assessment to be carried out in conjunction with associations active in combating poverty, and for it to take the situation of the poorest people in Europe as a benchmark; takes the view that such assessments should involve Parliament, the Committee of the Regions, the European Economic and Social Committee and the Commission departments responsible for social affairs, under the supervision of a director-general reporting to the Commission Secretariat;

Nous devons faire preuve de solidarité envers nos collègues du monde entier, car ils ont droit aussi à un emploi et à une prospérité croissante. We have to show solidarity with fellow workers throughout the world, for they too are entitled to employment and growing prosperity, but the European social model means that we must offer people who lose their jobs here sufficient scope and assistance in finding new employment, as well as training and retraining.
