Cet accord ouvre la voie à des investissements à hauteur de 2,1 milliards d’euros au total, programmés au titre de la politique de cohésion et issus du Fonds social européen, ainsi que du Fonds européen de développement régional, pour la période 2014-2020; ces investissements, exprimés en prix courants, comprennent le financement de la coopération territoriale européenne et l'initiative pour l'emploi des jeunes.
Today’s agreement paves the way for investing €2.1 billion in total Cohesion Policy funding (from the European Social Fund and the European Regional Development Fund) over 2014-2020 (current prices, including European Territorial Cooperation funding and the allocation for the Youth Employment Initiative).

5. Regrets that where the co-legislators agreed to extend the scope of the proposed financial programmes this could not be matched by corresponding increases in financial allocations, and that reductions could not be prevented; regrets in particular that the allocation to the ESF has been constantly been reduced since the Fund’s foundation, despite the fact that the scope of the Fund has been extended over time; deplores the fact that the proposed ESF envelope of 25 % of cohesion policy funds could not be maintained in the negotiations for 2014-2020; deplores also the fact that the annual ceiling for the EGF has been disproportionally reduced compared to other financial instruments; regrets the invocation of Rule 20 of Parliament’s Rules of Procedure for all MFF-related files, since this has limited Members’ democratic right to express themselves, for example on the minimum share for the ESF envelope;

Points out that some of the reductions introduced by the Council would jeopardise the EESC's core functions and call into question its ability to meet its legal obligations towards its staff; decides therefore to restore the DB for appropriations available to EESC Members to carry out the institution's core activity of enabling civil society organisations from the Member States to express their views at EU level, which at the level of prudent estimates for inflation effectively means a freeze in real terms, to partly restore the DB for staff remuneration and allowances to enable the EESC to meet its obligations towards its staff and to partly restore the DB for interpretation to bring the level back to execution in 2009, which would still, given increased rates for interpretation, mean a decrease in real terms;

Je voudrais vous remercier et terminer en exprimant mon intime conviction que le modèle social européen est un modèle qui appelle l’intégration européenne; ce n’est pas un modèle à développer et à maintenir à l’intérieur des frontières des États nationaux agissant seuls. C’est pourquoi je voudrais conclure en indiquant que, selon moi, l’Europe et l’intégration européenne sont une condition essentielle au développement futur du modèle social européen.
I would like to thank you and to end by expressing my deep conviction that the European social model is a model which calls for European integration; it is not a model which could be developed and maintained within the borders of national states acting on their own, and I would therefore like to conclude by saying that in my view, Europe and European integration are an essential precondition for the further development of the European social model.

Quant au Fonds européen d’ajustement à la mondialisation et à la question des modifications du Fonds social européen, je tiens à exprimer ma gratitude pour votre excellente coopération, parce que le dialogue a été tellement constructif qu’il sera possible d’atteindre nos objectifs lors de cette réunion, ce qui est extrêmement important pour moi.
On the question of the European Globalisation Adjustment Fund and the issue of changes to the European Social Fund, I would like to express my thanks for the excellent cooperation, because the dialogue has been so constructive that the achievement of our aims is within reach at this meeting, and I consider that to be extremely important.

(11) Le Conseil, dans ses conclusions du 16 novembre 2004 concernant le plan de travail en faveur de la culture (2005-2006), le Parlement européen dans sa résolution du 4 septembre 2003 sur les industries culturelles et le Comité économique et social européen dans son avis du 28 janvier 2004 sur les industries culturelles en Europe, ont exprimé leur point de vue sur la nécessité de mieux prendre en compte la spécificité économique et sociale des industries culturelles non audiovisuelles.
(11) The Council, in its conclusions of 16 November 2004 relating to the work plan on culture (2005-2006), the European Parliament in its resolution of 4 September 2003 on Cultural Industries, and the European Economic and Social Committee in its opinion of 28 January 2004 on cultural industries in Europe, have expressed their views on the need to take greater account of the specific economic and social features of non-audiovisual cultural industries.

The Commission held a policy debate today on the overall guidelines for a multi-annual period concerning European social Fund operations to combat long-term unemployment and facilitate the occupational integration of young people (Objectives No 3 and 4 adopted in the framework of the reform of the Structural Funds) and gave its authorization for these guidelines to be sent to the Members of the European Social Fund Committee for their opinions and to the European Parliament for its views.
