Définition: Cette catégorie est différente des autres dans la mesure où sa Définition: ne repose pas exclusivement sur les symptomes et l'évolution, mais également sur l'un ou l'autre des deux facteurs étiologiques suivants: un événement particulièrement stressant entraînant une réaction aiguë à un facteur de stress, ou un changement particulièrement marquant dans la vie du sujet, comportant des conséquences désagréables et durables et aboutissant à un trouble de l'adaptation. Des facteurs de stress psychosociaux relativement peu sévères parmi les événements de la vie ( life events ) peuvent précipiter la survenue ou influencer le tableau clinique d'un grand nombre de troubles classés ailleurs dans ce chapitre, mais il n'est pas toujours possible de leur attribuer un rôle étiologique, d'autant plus qu'il faut prendre en considération des facteurs de vulnérabilité, souvent idiosyncrasiques, propres à chaque individu. En d'autres termes, ces événements de la vie ne sont ni nécessaires ni suffisants pour expliquer la survenue et la nature du trouble observé. En revanche, on admet que les troubles réunis dans cette catégorie sont toujours la conséquence directe d'un facteur de stress aigu important ou d'un traumatisme persistant. Les événements stressants ou les circonstances pénibles persistantes constituent le facteur causal primaire et essentiel, en l'absence duquel le trouble ne serait pas survenu. Les troubles réunis dans ce chapitre peuvent ainsi être considérés comme des réponses inadaptées à un facteur de stress sévère ou persistant dans la mesure où ils interfèrent avec des mécanismes adaptatifs efficaces et conduisent ainsi à des problèmes dans la fonction sociale.
Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

Dans plusieurs États membres, le Fonds a contribué à renforcer et développer les activités menées par les ONG et les acteurs locaux sur l’intégration, et a encouragé le dialogue et l’échange d’idées et de bonnes pratiques entre les parties prenantes au processus d’intégration. Outre cet appui spécifique, des sommes considérables ont aussi été mises à la disposition des États membres au titre des Fonds structurels pour soutenir des mesures liées à l’intégration et visant à améliorer l’inclusion sociale et l’accès des ressortissants de pays tiers à l’éducation et au marché du travail. Par exemple, le Fonds social européen (FSE) a cofinancé des actions qui ont touché plus de 5 millions de ces personnes. Ce financement ne représentait toutefois qu’une fraction seulement du total des investissements réalisés dans les États membres.

A. whereas access to social security is a fundamental right which, in accordance with Community law, national laws and practices, is a key element of the European social model; whereas the International Labour Organisation (ILO) has adopted recommendations on ‘national floors of social protection’ with the aim of safeguarding the right of every individual to social security and a decent standard of living;

V. considérant que les valeurs des mutualités correspondent aux principes fondamentaux du modèle social européen; considérant que, tout en étant basées sur des valeurs de solidarité, les mutualités sont des acteurs importants de l'économie sociale de marché de l'Union qui devraient être davantage reconnus, notamment grâce à l'instauration d'un statut européen;
V. whereas the values of mutual societies correspond to the fundamental principles of the European social model; whereas, as well as being based on values of solidarity, mutual societies are major operators in the social market economy of the Union and should be given greater recognition, particularly by establishing a European statute;

D. considérant que l'Union européenne a le système de protection sociale le plus développé au monde, avec les cotisations sociales les plus élevées pour la population; considérant que le maintien et le développement du modèle social européen doivent constituer une priorité politique;

11. se félicite que la Commission mette l'accent sur la réalisation des objectifs définis à Lisbonne pour faire de l'Union Européenne un espace commun de développement économique, de plein emploi, qui encourage la société de la connaissance et respecte l'environnement; à cet égard, salue la volonté de la Commission d'intégrer le commerce, l'environnement et les nouvelles technologies comme éléments du développement durable; rappelle cependant que le développement durable implique aussi une croissance menant à une plus grande justice sociale et aboutissant à consolider le modèle social européen; considère dans cette perspective qu'une législation-cadre communautaire sur les services d'intérêt général sera bénéfique à la solidarité et à la durabilité de l'économie;

Welcomes the fact that the Commission has placed the emphasis on achieving the objectives laid down in Lisbon with a view to turning the European Union into a common area of economic development and full employment which fosters the knowledge-based society and respects the environment; in that connection, applauds the Commission’s determination to make trade, the environment and new technologies integral components of sustainable development; points out, however, that sustainable development also implies that economic growth must lead to a greater degree of social justice, thereby consolidating the European social model; with that aim in view, considers that Community framework legislation on services of general interest will help to bring about a sustainable, inclusive economy;
