I was hoping we might have the European Economic and Social Committee arrive early so we could put them together, at Mr. Julian's suggestion, which I think was a very good one, but we're not able to do that, as they're not here.

Considers that, in this context, the 2000-2006 programming period proved that overly complicated rules and ineffective supervisory and control systems contributed to the irregularities ascertained; points out, furthermore, that beneficiaries often received payments late; consequently, welcomes the improvements which Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund has brought; calls, in general, for regional and local authorities to be more involved in the programming and implementation of the funds;

Le Conseil européen a, dans ce cadre, chargé la Présidence française d'engager des travaux "sur la base de la communication de la Commission, afin d'arriver en décembre, au Conseil européen de Nice, à un accord sur un agenda social européen intégrant les initiatives des différents partenaires concernés".
In this context, the European Council instructed the French Presidency to initiate proceedings "on the basis of a Commission communication, with a view to reaching agreement on a European Social Agenda at the Nice European Council in December, including the initiatives of the different partners involved".

Enfin, le Conseil prévoit la poursuite de "ses réflexions sur la future orientation de la politique sociale, sur la base d'une communication de la Commission, afin d'arriver en décembre, au Conseil européen de Nice, à un accord sur un agenda social européen intégrant les initiatives des différents partenaires concernés".
Finally, the Council ‘will pursue its reflection on the future direction of social policy on the basis of the Commission communication, with a view to reaching agreement on a European social agenda at the Nice European Council in December, including the initiatives of the different partners involved’.

34. Compte tenu des présentes conclusions, le Conseil poursuivra ses réflexions sur la future orientation de la politique sociale, sur la base d'une communication de la Commission, afin d'arriver en décembre, au Conseil européen de Nice, à un accord sur un agenda social européen intégrant les initiatives des différents partenaires concernés.
Taking account of the present conclusions, the Council will pursue its reflection on the future direction of social policy on the basis of a Commission communication, with a view to reaching agreement on a European Social Agenda at the Nice European Council in December, including the initiatives of the different partners involved.
