There are two basic reasons for this: firstly, the ever-increasing number of serious crises in the world (36 active war zones and violent crisis zones worldwide in 2000, compared to 27 in 1997), and secondly, the Union's firm will to assert its presence on the international stage and to take on political responsibilities commensurate with its economic and commercial weight.
