The Group proposes implementing an action programme, with due respect for the acquis communautaire, the key points of which are: * the consolidation exercise, to be speeded up and also applied at national level; * the simplification methods to be applied both to new legislative proposals and to the revision of existing legislation; * transparency in drafting, decision-making and evaluation; * improvements in the application of Community legislation at national level, for example by more careful choice of instruments (regulations/directives or instruments other than legislation); * the role of the Commission, especially in monitoring the simplification programme.
